301-402-4509 DESC: Based on a capability statement received, RFQ
#NCI-RFQ-90239-NV, which was synopsized as a sole source notice,
request for capability statements on September 8, 1999 in the Commerce
Business Daily (CBDNet), has been amended to provide the opportunity
for vendors to submit competitive quotations. The complete competitive
synopsis follows: This is a combined synopsis/solicitation for
Commercial Items, prepared in accordance with the format in FAR 12.6,
as supplemented with additional information included in this notice.
This announcement constitutes the only solicitation and a separate
written solicitation will not be issued. This synopsis/solicitation
includes all applicable provisions and clauses in effect through FAR
97-13. The acquisition will be made pursuant to the authority in FAR
13.5 to use simplified procedures for commercial acquisitions. This
requirement is not set-aside for small business. However, the standard
Industrial Classification Code is 3826, and the business size standard
is 500. Requirement: The NCI investigators are involved with studies
dealing with the centrifugation of living mammalian cells. For this
effort, the researcher requires four (4) centrifuges and each one shall
have the following features: shall have the capability to perform
Elutriation centrifugation on living mammalian cells; the centrifuge
and rotor system shall accept three different chambers (5ml, 40ml, and
Sanderson Chambers); for special Elutriation circumstances the
centrifuge shall have an "A" and "B" Chamber for serial operation,
rather than a single chamber and counterbalance; the centrifuge shall
allow a yield of DNA pellets to be achieved in small volume tubes and
have the flexibility of changing the fixed angle of the tube without
changing the rotor; the system shall have a bottle cap and closure
system for bio-containment of hazardous materials; the system shall
have a wide-mouth polycarbonate bottle with contoured spatula for easy
and complete removal of samples; shall have double bio-containment
integral to the cap and canister, allowing the canister to be removed
from the rotor without removing the rotor; shall combine bio-safety
with a wide-mouth, six-liter polycarbonate bottle, for harvesting the
correct amount of material for cancer cell experiments; the centrifuge
shall have a floor petal for opening the lid to the rotor chamber; the
centrifuge shall utilize a switched reluctance drive system allowing
rapid acceleration and deceleration run times. The Contractor shall
also provide the following additional components/services: 1) one
swinging bucket rotor with 4000 rpms that holds four liters or more,
four blood bags, or four microtest plate carriers; 2) one JLE 8.100
rotor, 3) one screw AY rotor; and 3) Bar Torquing SS 6.75. The
Contractor shall provide a Year 2000 Warranty for each hardware,
software, and firmware product delivered. Delivery time shall be within
45 days after award. Delivery shall be FOB Destination or FOB Origin
with transportation insurance provided by the vendor with inside
delivery. In addition, all items shall be for inside delivery at a
location in the Bethesda, MD locale (to be specified in the purchase
order). The following FAR provisions and clauses apply to this
acquisition: FAR 52.2 12-1, INSTRUCTION TO OFFERORS -- COMMERCIAL
ITEMS; FAR 52.212-2, EVALUATION -- COMMERCIAL ITEMS; FAR 52.212-3,
OFFEROR REPRESENTATIONS AND CERTIFICATIONS -COMMERCIAL ITEMS -- WITH
DUNS NUMBER ADDENDUM; FAR 52.2 12-4, CONTRACT TERMS AND CONDITIONS --
COMMERCIAL ITEMS; AND FAR 52.2 12-5, CONTRACT TERMS AND CONDITIONS
REQUIRED TO IMPLEMENT STATUTES OR EXECUTIVE ORDERS -- COMMERCIAL ITEMS
-- DEVIATION FOR SIMPLIFIED ACQUISITIONS. The following FAR clauses
cited in paragraph (b) of the clause at FAR 52.2 12-5 are also
applicable to this acquisition: FAR 52.222-26, EQUAL OPPORTUNITY; FAR
52.222-35, AFFIRMATIVE ACTION FOR DISABLED VETERANS AND VETERANS OF THE
VIETNAM ERA; FAR 52.222-36, AFFIRMATIVE ACTION FOR WORKERS WITH
DISABILITIES; FAR 52.222-37, EMPLOYMENT REPORTS ON DISABLED VETERANS
AND VETERANS OF VIETNAM ERA; AND FAR 52.225-2 1, BUY AMERICAN ACT --
NORTH AMERICAN FREE TRADE AGREEMENT IMPLEMENTATION ACT- BALANCE OF
PAYMENT PROGRAM; 52.232-34; and PAYMENT BY ELECTRONIC FUNDS TRANSFER --
OTHER THAN CENTRAL CONTRACTOR REGISTRATION. The National Cancer
Institute has four Beckman centrifuges available for trade-in on this
required equipment. The model numbers for the outdated equipment are
J2-21 (1 available), J6-B (one available), and L5-65 (two available).
Offerors must provide descriptive literature, warranties, and/or other
information in sufficient detail to demonstrate that their quotation
fully meets the requirements of this solicitation. The award will be in
the aggregate for all items listed herein. The contract will be awarded
to the lowest priced offeror/quoter that fully meets the requirements
of this solicitation. The offered price inclusive of any reduction due
to trade-in(s) will be used to determine the lowest priced
offeror/quoter. Offers must be in writing and one original and two
copies of the following shall be submitted: 1) A completed SF-18 or
SF-1449 with a completed "Schedule of Offered Supplies/Services,"
signed by an authorized individual to bind the organization; 2) A
completed copy of FAR 52.212-3 "Offeror Representations and
Certifications -- Commercial Items -- with Duns Number Addendum,"
signed by an authorized representative of the offeror; 3) descriptive
literature and other information indicating that the quotation meets
the requirements; 4) A copy of the most recent published price list;
and 5) acknowledgment of amendments, if any. All offers/quotes and
related materials must be received in the noted office by no later than
2:00 PM EST on September 27, 1999 (Note: Additional time has been
provided for competitive quotations, as opposed to the original date of
September 24, 1999 for capability statements). Full text copies of the
