X -- PUBLIC NOTICE -- DEVELOPMENT OF A CONSOLIDATED COMMERCIAL TELECOMMUNICATIONS FACILITY ON NAVAL CONSTRUCTION BATTALION CENTER, PORT HUENEME, CALIFORNIA SOL N68711-99-RP-09P96 DUE 101499 POC Diana Clifton, Realty Specialist, (619) 532-1149 or e-mail: CliftonDL@efdsw.navfac.navy.mil E-MAIL: Click here to contact the realty specialist for information, CliftonDL@efdsw.navfac.navy.mil. This serves as public notice that the Department of the Navy (DON) intends to permit development of a consolidated commercial telecommunications tower facility on Naval Construction Battalion Center (NCBC), Port Hueneme, California under the provisions of the Telecommunications Act of 1996. DON is seeking potential sources to develop, operate, and maintain such facility under a DON telecommunications lease. NCBC, Port Hueneme, has identified a site approximately 30' x 30' located within the fenced boundary of NCBC, Port Hueneme, to construct, operate and maintain a consolidated telecommunications tower facility. The site is located near the intersection of Channel Islands Boulevard and Victoria Avenue and would support, at a minimum, wireless telecommunications coverage for the north/northwestern portion of the City of Port Hueneme, as well as coverage to interior portions of NCBC, Port Hueneme. The site is vacant, level, dirt covered and situated partially behind a grove of trees. Use of the site will permit shared use by telecommunication service providers, but will not constitute exclusive access to the base for such providers. Interested parties must also be cognizant of the following: any facility would have to be established in accordance with applicable Federal laws and regulations governing the provision of telecommunication services. Commercial electrical power and telephone cable is available adjacent to the site (within 50 feet). Connection and metering to be provided by developer. Site development will be under a DON Telecommunications Lease for a fair market cash rental with an initial lease term of five (5) years with potential for three (3) additional renewals of five (5) years each (for a total not to exceed 20 years). The lease will be a master lease between DON and Lessee where DON must approve and be compensated for all sub-leases. The lease award would be contingent upon technical review, compatibility with base operations and compliance with all procedures required by NCBC, Port Hueneme for installation of wireless telecommunications facilities on the base, including compliance with required National Environmental Policy Act (NEPA) documentation prior to site development. Concurrence with development must be obtained from the California Coastal Commission. Any facility to be constructed would have to be approved by the Commanding Officer of NCBC, Port Hueneme. Any developer will be required to reimburse the DON for costs associated with processing and administration of the lease, to include costs for an appraisal, land survey, regulatory/environmental approvals and technical frequency analysis from the Joint Spectrum Center, in addition to the lease rental. A Lessee may be required to remove all improvements at the expiration or termination of the lease. The DON may require limited space on the tower for antennae, repeaters or microwave dishes. Expressions of interest will be received by the Commander (Code 5DPR.DC), Southwest Division, Naval Facilities Engineering Command, 1220 Pacific Highway, San Diego, CA 92132-5190 within 30 days of the date this notice is published. Telephone or e-mail inquiries may be made to Diana Clifton at (619) 532-1149 or [CliftonDL@efdsw.navfac.navy.mil]. Posted 09/14/99 (W-SN380249). (0257)
