The Judge Advocate Generals School, Army Law Library, Charlottesville, VA entends to award a contract for legal publications in CD-ROM format for environmetal law information, including all key environmental decisions, legislative developments, and agency decisions; the text of title 40 and other relevant parts of titles of the Code of Federal Regulations; text of federal environmental law statutes; text of selected state environmental statutes and regulations; text of proposed rules promulgated by the EPA; text of preambles; test of updates to rules/proposed rules published in the Federal Register, text of relevant Presidental executive orders; text of guidance documents; and text of significant federal court decisions concerning environmental law. Additionally, the CD-ROMs must provide, on at least a monthly basis, a detailed update reporter service which identifies and analyzes all key environmental decisions, legislative developments, and agency decisions. This acquisitons is for approx. 17 annual subscriptions to the CD-ROM publications, which is to be delivered to various Army legal offices worldwide. The first installment of subscriptions are to begin with the back issues beginning 1 August 1999 and will end with the July 31, 2000 issue and to be delivered to the Army legal offices no later than 30 Sep 99. This is a combined synopsis/solicitation/proposal for commercial item. This announcement consistutes the only solicitation and no written solicitation will be issued. FAR 52.212-1, 52.212-3, 52.212-4 and 52.212-5 applies. FAR 52.212-2 applies and proposals will be evaluated on those proposals that can meet the Governments minimum requirement/technically acceptable at the lowest price.
