will be required to operate, maintain, repair, and improve the Fort
Polk water and wastewater systems. The wastewater system consists of,
but is not limited to: two-wastewater treatment plants, five lift
stations, 145 miles of wastewater collection lines, two oxidation pond
systems, three septic tank systems, and 75 acres of tertiary treatment
ponds. The water system consists of, but is not limited to: two each
water treatment plants, 17 potable water wells & 7 non-potable wells,
165 miles of water distribution lines, elevated and ground storage
tanks, fire hydrants, and swimming pool water quality equipment. If a
large business firm is selected, the firm must comply with FAR 52.219-9
regarding the requirement of subcontracting plan. Fort Worth District's
subcontracting goals are: 61.2% of the contractor's total intended
subcontracted amount be placed with small businesses; 9.1% of the total
subcontracted amount be placed with small disadvantaged businesses;
5.0% of the total subcontracted amount be placed with woman-owned small
businesses; 5.5% of the total subcontracted amount be placed with
historically black colleges or universities/minority institutions; and
1.5% of the total subcontracted amount be placed with HUBZone small
businesses. The solicitation will issue on or about 1 November 1999
with proposals due on or about 4 January 2000. The Government intends
to issue this solicitation through the use of CD ROM and the Internet.
The Compact Disk (CD-Rom) will be provided free of charge.
Solicitations will not be provided in a paper hard copy format.
Notification of amendments shall be made through either 3.5" diskette,
CD ROM, and/or the Internet. The Government intends to issue this
solicitation through the use of CD-ROM and the Internet. However, the
Government reserves the right to use only the Internet as notification
of any changes to this solicitation. It is, therefore, the
Contractors' responsibility to check the following address daily for
any posted changes to this solicitation. Contractors may view and/or
download this solicitation and all amendments from the Internet at the
following address: http://ebs.swf.usace.army.mil. The SIC code is
4952. This procurement is Unrestricted. All responsible sources may
submit a proposal which shall be considered by the agency. Facsimile
