Haffelfinger, Trina.L.Haffelfinger.1@gsfc.nasa.gov. NASA/GSFC plans to
purchase, on a sole source basis, research and analytical services for
the Ground Systems Cost Model Study from CSP Associates, Inc. of
Cambridge, MA. These services shall provide the Goddard Space Flight
Center, Resource Analysis Office with support in the development of a
predictive cost model for future ground systems for NASA missions. CSP
shall analyze and allocate costs of ICESAT and EOS-AM to include, but
not limited to,) allocation of costs by flight project by ground
system function; identification of cost elements as new development,
legacy, government "off-the-shelf" (GOTS); system development and
flight operations costs for each function, as well as the institutional
costs associated with each function. CSP shall identify the
development/operational approach for each function and provide a
mapping from the project ground system functional elements to the
ground system implementation plan. This analysis will include all
pertinent mission, spacecraft, payload, and ground system design
factors which impact ground systems cost. The cost driver analysis
shall include, but not limited to, identification and description of
management approaches influencing flight operations costs; and
identification and quantification of key factors influencing system
development costs and flight operations costs. CSP Associates, Inc. is
uniquely qualified to perform these services. CSP has been integrally
involved in the evolution of the system and has intimate knowledge of
its heritage, interfaces, and design. Award to any other source will
directly impact the operability of ground systems studies and
negatively impact the RAO's ability to function on a daily basis and to
provide real time analysis and support to the Center and Agency. The
Ground Systems Cost Model Study is a very large and complex collection
of databases. These databases are evolutionary in nature and are
designed to integrate with the Centers custom relational database
application which was developed specifically to meet the unique data
analysis requirements. This procurement is being conducted under the
Simplified Acquisition Procedures (SAP). The Authority is 10 U.S.C.
2304(c)(1), Only One Responsible Source. The Government does not intend
to acquire a commercial item using FAR Part 12. See Notes 22 and 26.
Interested firms have 15 days from the publication of this synopsis to
submit in writing to the identified point of contact, their
qualifications/capabilities. Such qualifications/capabilities will be
used solely for the purpose of determining whether or not to conduct
this procurement on a competitive basis. Responses received after the
15 days or without the required information will be considered
nonresponsive to the synopsis and will not be considered. A
determination by the Government to not compete this proposed effort on
a full and open competitive basis, based upon responses to this notice
is solely within the discretion of the Government. Oral communications
are not acceptable in response to this notice. All responsible sources
may submit an offer which shall be considered by the agency An
