Federal Emergency Management Agency is seeking comments, questions,
and estimated cost/pricing relative to the draft Statement of Work
(SOW) and draft Solicitation for the competitive procurement of
"Housing Inspection Services". A Pre-Solicitation Conference is
tentatively scheduled for October 29, 1999 from 8:00 a.m. to 5:00 p.m.
at the Bethesda Marriott, 5151 Pooks Hills Road, Bethesda, MD 20814;
phone (301)897-9400. The Federal Emergency Management Agency (FEMA)
intends to issue a formal Request for Proposal (RFP) following the
Pre-Solicitation Conference, and anticipates procurement of housing
inspection services based on full and open competition, and contract
award based on best-value to the Government where technical
considerations are more important than cost/price. The applicable SIC
code is 6411. FEMA is exploring innovative and feasible approaches for
completing higher quantities of inspections in lesser amounts of time
and motivating contractors to exceed government expectations. FEMA is
considering two possible mandatory levels of performance. Financial
incentives/disincentives as well as variance in work distribution based
on performance (and capacity) is also being contemplated. These and
other areas of the draft solicitation will be discussed during the
Pre-Solicitation Conference. This RFI shall not be construed as a
request for proposal (RFP) nor as an obligation on the part of the
government to acquire any products or services. No entitlement to
payment of direct or indirect costs or charges by the Government will
arise as a result of submission of responses to this RFI and the
Government's use of such information. Respondents of this RFI may be
requested to provide additional information based on their initial
submissions. The draft Statement of Work, draft solicitation (and
attachments), and HIS Historical Data may be viewed on FEMA's World
Wide Web home page. The Internet address for viewing the draft
Statement of Work on FEMA's home page is http://www.fema.gov/ofm. The
draft Statement of Work and draft solicitation may be accessed through
the "details" icon under "Procurement Information." Additionally, a
hard copy of the draft Statement of Work and draft solicitation may be
requested; and HIS Historical Data may be viewed, by appointment only,
in the Contracting Office. All hard copy requests for the draft
Statement of Work and draft solicitation, or requests for appointments
to view HIS Historical Data, shall be in writing and may be faxed to
(202) 646-2970 or emailed to nancy.costello@fema.gov. Telephone
requests will not be honored. Contractors are encouraged to submit
estimated prices (including itemized composition of price), and
industry perspectives on (a) the two possible levels of performance
with emphasis on the feasibility of requiring a "higher" level of
mandatory performance under the resulting contract; (b) the proposed
incentives/disincentives; (c) the proposed Statement of Work; (d) any
technological alternatives which may be available to meet the Statement
of Work requirements and save the government money; (e) the proposed
evaluation criteria; (f) the proposed contract type; and (g) any
additional contents of the draft solicitation package. Industry
responses to the RFI should be submitted no later than 30 days
following publication of this notice in the CBD. The issuing office and
