(GRC) is responsible for developing the Fluids and Combustion Facility
(FCF) to be flown aboard the International Space Station (ISS) starting
in February of 2003. One of the critical pieces of FCF hardware is the
Electrical Power Control Unit (EPCU), which will be used to convert,
distribute, and manage power within the FCF. NASA GRC plans to issue a
Request for Proposal (RFP) for the development and delivery of eight
(8) protoflight EPCUs. NASA GRC intends to purchase the items from
Hamilton Sunstrand under a Cost-Plus-Incentive-Fee Contract. The
Contractor has developed an engineering model of the EPCU under a
current NASA GRC Contract, and the follow-on contract shall enable
Hamilton Sundstrand to design, develop, test, evaluate, and deliver to
the Government eight (8) protoflight EPCUs. The first unit shall be
referred to as a qualification unit, and the remaining seven (7) shall
be referred to as flight units. The Government does not intend to
acquire a commercial item using FAR Part 12. See Note 26. RFP will be
released on or about 45 days after publication of this synopsis in the
CBD. Firm date for receipt of proposals will be stated in the RFP. All
responsible sources may submit a proposal which shall be considered by
