Yuma Proving Ground (USAYPG), Yuma, AZ, intends to negotiate a contract
with Sikorsky Aircraft Corp., 6900 Main Street, P.O. Box 9729,
Stratford, CT 06497-9129, and Advanced Rotorcraft Technology, 1685
Plymouth St, Suite 250, Mountain View, CA 94043 as a subcontractor on
an other than Full and Open competition basis. USAYPG is currently
developing the Aviation Weapons Test Planning and Validation Tool as a
group of modules for the U.S. Army FlightLab Commanche simulation.
Advanced Rotorcraft Technology is the developer of the FlightLab
software and the software is proprietary to the company. Advanced
Rotorcraft Technology is currently under contract with the U.S. Army
Aviation Technical Test Center (ATTC) to integrate Comanche component
modules into the FlightLab environment. These modules include the
fuselage, the engine, flight control, and rotor. Sikorsky Aircraft
Corporation is currently transferring the Commanche flight control
modules into FlightLab modules under contract with ATTC. They are also
in possession of a current Sensor, Gun Turret Drive, and other
required models in simulation languages other than FlightLab. Since
many of the existing models are proprietary, Sikorsky Aircraft
Corporation is the only corporation which can accomplish this effort.
This requirement is under the Purchase Request and Commitment
(PR&C)W81R8T-9251-RM03. Pursuant to FAR Part 12 and 13 this acquisition
will be issued under the Simplified Acquisition Procedures (SAP) for a
commercial item, as a 100% small business set-aside. The Standard
Industrial Classification (SIC) is 7371 with a size standard of $18M.
Responses other than the above sources may identify their interest and
capability to perform the requirement by submitting a proposal in
writing. Proposals shall include complete mailing address, point of
contact, phone number, facsimile number and business size. Responses
