Draft Request for Proposal (RFP) for support of a broad-based research
program associated with geodynamics, geophysics, and space geodesy
within the Laboratory for Terrestrial Physics. The Draft RFP will be
issued to solicit industry's comments on all aspects of the
solicitation, including requirements, schedules, proposal instructions,
terms and conditions, evaluation approaches including any unnecessary
or inefficient requirements. This procurement will be conducted via
full and open competition. The SIC Code and Size Standard are 8731 and
500, respectively. The Government does not intend to acquire a
commercial item using FAR Part 12. See Note 26. The DPAS rating for
this procurement is DOC9. This effort will support programs within Code
920, the Laboratory for Terrestrial Physics, through instrument
development; software development and maintenance; data collection,
archiving, and dissemination; scientific data analysis; modeling and
interpretation of data; reports and presentations of scientific
results; public outreach and education; and associated technical and
administrative work. The work will also support research experiments
and investigations of an applications nature using space techniques and
capabilities. This procurement is a follow-on effort, which
consolidates contracts NAS5 32352, NAS5-32331 and portions of contracts
NAS5-31760, and NAS5-32350. A five-year contract without options is
contemplated for this effort. The anticipated release date of the draft
RFP5-13654/255 is on or about October 4, 1999. Interested parties will
be given two weeks to provide comments. Comments on the Draft RFP are
not mandatory. The use of industry comments to structure the final RFP
is at the discretion of the Government. Any subsequent RFP will be
synopsized prior to its release. In accordance with FAR 52.215-3,
Request for Information or Solicitation for Planning Purposes (OCT
1997), the Government does not intend to award a contract on the basis
of the Draft RFP, or to otherwisepay for the information solicited. It
is the offeror's responsibility to monitor the aforementioned Internet
site for the release of the draft RFP and amendments (if any).
