Competitive Procurement and is limited to only 8(a) certified firms in
SBA District's California, Arizona, New Mexico, and Nevada. It
consists of one solicitation with the intent to award three or more
Indefinite Delivery Indefinite quantity (IDIQ) Construction Contracts
using the two phase design build approach in accordance with FAR 36.3
to the responsible proposers whose proposals, conforming to the Request
for Proposal (RFP), will be most advantageous to the Government
resulting in the Best Value, cost or price and other factors
considered. The contracts will be for a base period of one year with
three one-year option periods. The Government reserves the right to
award fewer than or more than three contracts under this solicitation
or to award only one contract covering the seed project identified in
the RFP if funds are not available for the minimum guarantee for the
additional awards. AWARD MAY BE MADE TO A FIRM OTHER THAN THE ONE
SUBMITTING THE LOWER PRICE. OFFERORS ARE ADVISED SELECTION IN PHASE I
AND/OR PHASE II MAY BE MADE WITHOUT DISCUSSION OR ANY CONTACT
CONCERNING THE PROPOSAL RECEIVED IN PHASE I AND/OR IN PHASE II.
THEREFORE, OFFERORS INITIAL PROPOSALS SHOULD CONTAIN THE OFFERORS BEST
TERMS FOR PHASE I AND II. The total maximum value for the base term
and all options for the aggregate of all IDIQ contracts awarded, as a
result of this RFP shall not exceed $150,000,000. The IDIQ work will
consist of Design/Build and/or construction for renovation, alteration,
repair, and associated architecture/engineering work at various
locations within the States of Arizona, New Mexico, California, and for
special programs such as Housing and Non-appropriated funded (NAF) in
the Sates of Nevada, Oregon, and Washington. Types of facilities may
include but not limited to: Administrative and Industrial Facilities,
Wholehouse Revitalization, Childcare Centers, Lodges,
Recreation/Fitness Centers, Retail Complexes, Warehouses, Housing
Offices, Community Centers, and other similar facilities. In support of
the design-build strategies, the contractor shall employ the services
of an architect/engineering professional experienced in the
coordination of multi-discipline architectural/engineering design
efforts and conducting business from an established professional
business office. All discipline coordination shall be accomplished by
the Contractor's architect/engineering team. The government will not
coordinate the work for the contractor. Projects assigned to the IDIQ
contracts will use the Multiple Award Contract Construction(MACC)
approach (formerly referred to as the SOC approach) to scope and price
the work. After award of the initial contracts, each awardee shall be
provided a fair opportunity to be considered for each task order,
except under those circumstances Described in FAR 16.505(b)(2). Award
factors will vary depending on the unique requirements for each Task
Order and may be competed on the basis of price, best value or
technically acceptable, low-price selection procedures.The subsequent
task orders may be performance oriented tasks requiring minimal design,
may occasionally be complex construction requiring design development
for design-build construction, or a combination thereof. They will be
scoped by the Government/Contractor team and may not have traditional
plans and specifications but may include sketches, and requests for
catalog cuts, and other submittals. The salient requirements of the
Task Order will be scoped by the Government/Contractor team in order to
develop a mutually agreed upon Statement of Work. The exact location of
each task order will be indicated by the Contracting Officer. The
awarded task order will be a performanced scoped, firm fixed price task
with a specific completion date. Should Any of the IDIQ contractors be
unable to competitively secure a task order to meet the minimum
guarantee, award factors may be modified in order to ensure each
participating contractor is awarded task orders meeting the minimum
guarantee. All Contractors will be invited to participate in
walk-through -- exploratory scoping investigations, and to subsequently
submit their proposals. Firms are required to contact the contracting
officer within two days of notification if a firm can not participate
in the walk through or submit a proposal on a Task Order. Competition
is considered to exist, based on the rule of two. If firms fail to
notify the contracting officer within the time frame specified they
will not be able to participate on that proposed task order.
Additionally, if contractors continue to not notify the contracting
officer within the specified timeframe, the Government may not exercise
the option to extend the contract for each additional year. A
solicitation will be issued on or about 1 October 1999 and will include
evaluation factors for phase I and II. Phase I proposals are due 1
November 1999. The evaluation factors for phase I are as follows:
FACTOR 1: PAST PERFORMANCE: Subfactor 1.1: Contractor past performance
within the past 3 Years (Prime and Major Subcontractors; Subfactor
1.2: Contractors past performance -- Safety and Health within the past
five years. FACTOR 2: MANAGEMENT APPROACH; Subfactor 2.1:
Experience/Qualifications; Subfactor 2.1.2: Experience & Qualifications
of Key Personnel; Subfactor 2.2: Capacity to Accomplish the Work;
subfactor 2.2.1 Bonding; subfactor 2.2.2 Organizational Chart & brief
description of approach; FACTOR 3: TECHNICAL APPROACH; Subfactor 3.1
Project Work plan/Project Schedule; Subfactor 3.2 Experience with
Implementing Recycle, Reuse, and Waste reduction method for prime and
subcontractors. The number of offerors proceeding to phase II will be
limited to a maximum of eight firms; therefore, only the most highly
qualified firms determined by the government will advance to phase II.
No pricing information will be accepted for phase I. Offerors
advancing to phase II will have approximately 21 days to prepare their
technical and price proposals once notified in writing by the
government. All criteria and evaluation factors in phase I will flow
down to phase II. Source Selection procedures will be used and award
may be made to the offeror whose proposal is the most advantageous and
offers the best value to the government, price and other factors
considered. The evaluation factors for phase II are as follows Factor
4: Project/Technical Management Approach; 4.1: Project Work
Plan/Schedule; 4.2: Facility Layout and Appearance; 4.3: System
Solutions; 4.4: Waste Management/Construction Waste Management; 4.4.1
Quality, Durability and Energy Efficiency of Proposed Material; 4.4.2
Use of New Materials made from recycled materials; 4.4.3 Recycled
materials from demolition process; and FACTOR 5: PRICE for
N68711-99-R-6441, seed project, which will be the first task order of
the contract. The seed project provides for construction of a new, two
story, 595 square meter classroom addition to the existing building
1587 at the Marine Corps Air Ground Combat Center, Twenty-Nine Palms,
California. The design cost limitation is $1,470,000.00. Proposals in
excess of this amount may not be considered. Successful offerors will
receive the following contract awards; Best Value receives the seed
project with award 2nd, 3rd, and any additional selected contractor
will each receive award with a minimum guarantee of $50,000. Only the
selected contractors will be permitted to propose on the task orders.
Proposals from other contractors will not be accepted. In accordance
with FAR 5.102(a)(7), availability of the solicitation will be
available for download free of charge via the Internet World Wide Web
at http://www.efdswest.navfac.navy.mil. -- Hard copies (paper sets) of
CD-ROM of solicitation will not be provided by the Government. The
official plan holders list will be maintained on and can be printed
from the website. -- Plan holders lists will not be faxed and will only
be available from the website. Registering offerors and plan rooms must
provide a complete name, complete mailing address and area code and
phone number, offeror type (prime contractor, subcontractor, supplier
or plan room), e-mail address and size (large business, small business,
small disadvantaged business, women owned small business or other). --
Notification of any changes (amendments) to the solicitation will be
made only on the Internet. -- It will be the contractor's
responsibility to check the website for any posted changes. --
