This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number NHLBI-PS-99-509, is issued as on Request For Quotation (RFQ). This solicitation includes all applicable provisions and clauses in effect through the Federal Acquisition Circular 97-12. The Standard Industrial Classification (SIC) code is 8071, Size Standard $5.0 million. The item to be acquired is five hundred (500) each of the Cystic Fibrosis 70 Mutations analysis. The Genetic mutation analysis for cystic fibrosis can include (1) DNA amplification by polymerase chain reaction followed by restriction enzyme digestion and restriction fragment length polymorphism analysis (PCR-RFLP), (2) allele specific oligonucleotide hybridization analysis, (3) sequencing. The 70 cystic fibrosis mutations shall be analyzed for research studying chronic lung disease for current protocols. Specifically, 500 samples will be tested, each sample is derived from an individual patient. Approximately 50 samples will be sent every month. Reports for tests shall be sent to Principal Investigator by fax and mail withing 2 weeks from the submission of the test samples. The tests will be performed at the contractor's site. The provisions of FAR Clause 52.212-2, Evaluation -- Commercial Items is applicable to this acquisition. Award will be made based on lowest price, processing time, convincing written documentation that the Genetic Testing service is for 70 Cystic Fibrosis Muttions and a technically acceptable offer meeting the government's specifications. The Offeror must include a completed copy of the provision of FAR Clause 52.212-3, Offeror Representations and Certifications -- Commercial Items with its offer. The provisions of FAR Clause 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition. The offeror must provide three (3) copies of the proposal, descriptive literature inclusive of detailed specifications as part of the quotation and total U.S. dollar amount.
