service is interested in creating links, on a test basis, from the
Shipping Online Internet web page to parcel insurance companies having
an online, Web-based insurance site. Such an online insurance site
shall allow Internet users to insure USPS Shipping Online package
shipments (or any successor trade names to be assigned at a later date)
through any of the classes of parcel service offered by the USPS. The
site shall indicate to users that postal shipments are eligible for
insurance. The site shall allow customers to insure parcels without a
minimum insured value requirement. The site shall support usage through
a Netscape 4.0 or Internet Explorer 4.0 browser. Any company having
such an online capability shall have its parcel insurance underwritten
by a company licensed to offer insurance in the U.S. and having an
A.M. Best insurance rating of A or better, or the equivalent rating
from another commonly recognized insurance rating service. All payment
of insurance premiums and subsequent claims will be solely between the
online insurer and the customer without any involvement by the USPS Any
company interested in having a link created from the USPS Shipping
Online site would be required to enter into a cross-linking agreement
with the USPS. This program is in a test phase and there is no
guarantee that any link created will remain a permanent part of the
Shipping Online web site. Any link created by the USPS to a private
parcel insurance Web site does not constitute endorsement by the USPS
of that site nor its products, services or privacy policies.
Establishment of any cross-linking agreement does not confer a right on
the part of the insurer to advertise USPS endorsement of their
services. The USPS, at its discretion will determine the order of the
link on the Shipping Online Web site. No insurance company logos will
be placed upon the USPS site and no advertising banners will be
displayed. The USPS reserves the right to offer its own online parcel
insurance at any time without regard to any private parcel insurance
links, which may be present on its site. Companies interested in this
program should submit a letter to the address indicated, by the
deadline indicated, detailing how their program meets the criteria
detailed above. The companies Web URL for their online insurance site
shall be included in the letter along with a technical contact person.
