The U.S. Information Agency's International Broadcasting Bureau (IBB) has a requirement to procure the equipment listed below using the "Simplified Acquisition Procedures" specified in Part 13 of the Federal Acquisition Regulation (FAR). This is a combined Notice/Solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this Notice. This announcement constitutes the only solicitation for the below-listed equipment. Quotations are being requested and a separate written solicitation document will not be issued. Price quotations submitted in response to this combined CBD Notice and Request For Quotation (RFQ) No. 50650-423 that exceed the Simplified Acquisition Threshold (as specified in FAR Subpart 2.101, Definitions) will not be considered as responsive to this RFQ. For the purpose of this RFQ, all references to "Offers" are understood to be "quotations" and all applicable FAR solicitation provisions and contractclauses up through Federal Acquisition Circular (FAC) 97-12, are hereby incorporated by reference into this RFQ This solicitation is a 100% Small Business Set-Aside in accordance with FAR Subpart 19.502. The Standard Industrial Code is 3663 and the size standard is 750 employees. The solicitation line item is as follows: Item 1. CCS (Musicam USA) "Prima LT" ISDN CODEC, qty. 25 EA. Vendors submitting an equivalent product to item 1 must also submit product data showing that the product possess the following five salient characteristics: 1. Features: (a) compression algorithms: ISO/MPEG-1/2 Layer II, ISO/MPEG-1/2 Layer III, CCITT G.722; (b) interchangeable telephone network interface cards: three internal ISDN terminal adapters, plus two interface cards supporting X.21, RS530, RS422 and V.35; (c) front-panel 24-key configuration & control keypad with single-button status keys; (d) front-panel LCD status display with adjustable contrast; (e) status indicators for connect state, framed state, bit errors and audio levels; (f) 2 user-programmable function keys; (g) 256 ISDN Speed Dial addresses with encoder/ decoder configuration; (h) storage for up to 20 ISDN TA configurations, each including all TA settings, SPID and ID numbers; (i) broadcast mode allows simultaneous sending of two independent audio channels to two locations, or one monaural program to two locations, on separate ISDN "B" channels; (j) full near- and far-end remote computer control via RS232 or RS485; (k) all functions can be password protected with; (l) asynchronous RS232 ancillary data channel, including far end remote control, RS232 data, and 12 virtual control lines; (m) programmable summary alarm relay; (n) 48cm (19") rack mountable. 2. Analog Audio Specifications: (a) XLR input/output connector; (b) input impedance: 600 or >25k Ohms, balanced; (c) output impedance: 600 or < 60 Ohms, balanced; (d) +18 dBu output clipping level; (e) frequency response: MPEG-1/2, Layer II: 20 to 7,500 Hz 0.3 dB @ 16kHz sampling, MPEG-1/2, Layer II/III 0.15 dB: 20 to 11,250 Hz @ 24kHz sampling, 20 to 14,500 Hz @ 32kHz sampling, 20 to 20,000 Hz @ 48kHz sampling; (f) total harmonic distortion <-80 dB @ 1kHz; (g) signal-to-noise ratio >92 dB; (h) stereo crosstalk <-85 dB; (i) stereo L/R phase difference <0.5 3. Digital Audio Specifications: (a) DB9 or XLR input/output connector; (b) AES/EBU or S/PDIF interface; (c) 24 bit sigma-delta A/D & D/A converters; (d) 16, 24, 32, or 48 kHz sampling rates with internal or external synchronization; (e) automatic sample rate adaptation. 4. Data Interface Specifications: (a) network interface types: ISDN BRI (2B + D), RS422, V.35, X.21; (b) 1 or 2 ISDN B channels supported; (c) audio bit rates: MPEG Layer II: 24, 32, 40, 48, 56, 64, 80, 96, 112, 128, 144, 160, 192, 224, 256, 320 or 384 kb/s, MPEG Layer III: 56, 64, 112, 128, 192, 256 or 320 kb/s, G.722: 56 or 64 kb/s; (d) auxiliary data channel bit rates: direct mode: 300, 1,200, 2,400, 9,600, or 38,400 bps, multiplex mode 300, 1,200, 2,400, 9,600, or 19,200 bps; (e) auxiliary data channel mode: 8 data bits, 1 stop bit, no handshake required; (f) "Form C" contact summary alarm output. 5. General: (a) environmental: -40 to +70 C (-40 to +158 F) storage temperature, 5 to +45 C (41 to +113 F) operating temperature, 20 to 80% relative humidity, non-condensing; (b) electromagnetic compatibility compliance with EN 50081-1 and EN 50082-2 standards; (c) 90 to 250 V, 47 to 65 Hz AC input power, total load <60 Watts; (d) physical size not to exceed 48cm (19") wide, 8.9cm (3 ") high, 38cm (15") deep, 7kg (15lbs). All items are to be shipped FOB Destination: International Broadcasting Bureau, Washington, DC. Delivery Requirement: 45 Days ARO. The provisions at FAR 52.212-1, Instructions to Offerors -- Commercial Items and 52.212-3, Offeror Representations and Certifications -- Commercial Items are applicable to this procurement. Evaluation: The Government will award a firm-fixed price Purchase Order resulting from this solicitation/request for quotation to the responsible quoter whose quotation, conforming to this RFQ, is the lowest price and is most advantageous to the Government. NOTE: Quoters responding to this RFQ should submit to the below-listed Contracting Officer the following information: unit and extended price for all requested items, prompt payment terms, correct remittance address if different from the firm's mailing address, Tax Identification Number (TIN), DUNS number, and a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items with their price quotation.
