GS-07P-99-UHC-0018. SUBJECT: Y-IMPROVEMENTS TO THE FEDERAL LAW
ENFORCEMENT TRAINING CENTER (FLETC) IN ARTESIA, NM. POC Lisa B. Byrd,

labor, materials and supervision required for the construction of a
new Dormitory Building, new expansion to the existing Physical Training
Building and new Security Building for the Federal Law Enforcement
Training Center (FLETC) in Artesia, NM. Work includes normal concrete
work; split face and CMU bearing walls; wood trusses; built-up and
metal tile roofing; waterproofing; hardware; glazing, interior finishes
and site improvements including earthwork, installation of underground
utility tie-ins, concrete walkways and parking. This work is in three
phases. Time of construction for Phase I is 547 calendar days; time of
construction for Phase II is 450 calendar days; time of construction
for Phase III is 120 calendar days. The solicitation will be issued on
or about September 21, 1999, with proposals due on or about October
21, 1999. The estimated cost range is $10,000,000 to $15,000,000. The
project will be procured using informal source selection procedures,
which will result in a firm-fixed price award to the Offeror who
provides the best value to the Government, with technical ability
considered more important than price. The source selection technical
evaluation factors are listed in the order of importance as follows:
Experience and Past Performance of Firm; Experience and Past
Performance of Key Personnel; and Management Approach. In accordance
with Public Law 95.507, the successful Offeror will be required to
provide the maximum practicable subcontracting opportunities for small
business concerns, small business concerns owned and controlled by
socially and economically disadvantaged individuals and woman-owned
businesses, to participate in the performance of this contract. A
subcontracting plan must be provided with the proposal. Small
businesses are not subject to this requirement. This full and open
procurement is made under the Small Business Competitive Demonstration
Program and all responsible firms are invited to submit a proposal.
