QUANTITY MULTIPLE AWARD CONTRACT FOR VARIOUS CONSTRUCTION SERVICES FOR
THE ARCHITECT OF THE CAPITOL, WASHINGTON, DC SOL No. RFP 00 0007 DUE
100500. This is a Pre-Solicitation Notice: The Architect of the Capitol
is soliciting proposals for multiple award contracts to accomplish
various construction services. Projects may include new construction,
routine renovation and repair of facilities including historical
buildings and grounds, administrative office spaces, warehouses, and
industrial facilities. Projects may also include requirements for
selective demolition, equipment installation, and repair or replacement
of mechanical systems. This procurement will result in the award of
multiple Indefinite Delivery/Indefinite Quantity contracts with a
performance period of one base year and two option periods. Throughout
the term of this contract, Task Orders will be issued on a competitive
or sole source basis to the awardees of this solicitation, at the
Government's option. Task Order minimum and maximum limits are
$2,500.00 and $5,000,000 respectively. Each contract minimum guarantee
is $50,000. The maximum contract value, encompassing all contracts
awarded shall not exceed $30 Million for each contract period. This
solicitation includes a "seed project" for perimeter security
construction around Capitol Square on the inboard side of the Capitol
and also at any openings in the existing walls that are part of the
security perimeter line, including paving, grading, trenching, tree
preservation (trimming, cabling, chemical treatment, roof pruning,
fencing, signing, mulching), repair and cleanup work. The estimated
cost range of the seed project is between $1,000,000 and $5,000,000.
The "seed project" will be awarded as the first Task Order to the
offeror who proposes the best overall value to the government (i.e.,
the firm ranked number one overall). Contracts will be awarded using
competitive negotiation procedures requiring the submission of
technical proposals. Award(s) will be made considering such evaluation
criteria as cost/price, past performance and the following
technical/management factors: relevant experience, management plan
(on/off site), subcontractor management capabilities, and financial
capacity. The solicitation will be issued on or about 05 October 1999.
The date scheduled for receipt of proposals is 05 November 1999. A
site visit and pre-proposal conference will be held on 14 October 1999
at 0900. The solicitation contains specific details regarding this
site visit. THIS SOLICITATION IS ISSUED ON AN "UNRESTRICTED BASIS"
INVITING FULL AND OPEN COMPETITION. Requests for the solicitation
