combined synopsis/solicitation for commercial items prepared in
accordance with the format in Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; proposals are being requested and a
written solicitation will not be issued. This solicitation is issued
as a Request for Proposal (RFP) and the solicitation number is
DAHA23-99-Q-146. Solicitation document and incorporated provision and
clauses are current through Federal Acquisition Circular 97-13. This is
being solicited on an unrestricted basis with SIC code 8999. The period
of performance is projected to be 31 October 1999 through 31 October
2000. Contractor to provide 3960 hours of web based programmer support
evenly distributed for two personnel (one individual to act as the
lead person to coordinate activities with the COR) throughout the
performance period. Contractor required to work between the hours of
0700 1700 hours (Monday through Friday) to provide web based programmer
support for the Unit Training Management Systems (UTMS). Contractor not
required to work on Federal holidays. Unit Training Management Systems
consists of the Standard Army Training System (SATS) and TROUPERS
(Training, Readiness, Operations, Unit Planning, Execution and
Resourcing System). The 3960 hours of web application programmer time
is required at government provided facilities located at Ike Skeleton
Training Site, Jefferson City, Missouri. The government will provide
work area, all required equipment, and materials to complete the job
Knowledge required for the web application programmer is working
knowledge and two years experience with Active X, ASP, ACCESS, SQL
Server, MS Interface standards, and be capable of learning Java.
Government will provide training on the UTMS systems (SATS and
TROUPERS) upon contract award. The following duties are to be provided
by the web based application programmer: development, maintenance and
quality assurance on web sites/bulletin board system/applications
associated with UTMS. Deliverables are Weekly Production Report:
schedule of help desk/change requests tickets. This report will detail
the previous weeks accomplishments and the planned activities and
goals for the upcoming week. The contractor must be able to start work
within 2 weeks of contract award. Prior to replacing personnel, the
Contractor shall demonstrate to the satisfaction of the Contracting
Officer and COR that the qualifications of the prospective replacement
personnel are equal to or better than the qualifications of any
personnel being replaced. The Government intends to evaluate proposals
and award a contract without discussions with offerors. The Government
reserves the right to conduct discussions if later determined by the
Contracting Officer to be necessary. Should discussions be deemed
necessary due to proposal weakness, deficiency, or other issues, which
must be addressed before award, they will be conducted either orally
or in writing, with only those offerors determined to be in the
competitive range. The offeror will then be given the opportunity to
correct those deficiencies and resubmit their offer. The Government
will select the technically acceptable, low cost offeror. Offerors
should submit the following (1) A firm-fixed price offer to the
Government to include a Price breakdown of the proposal by labor
category, number of hours per labor category, a breakdown of the
burdened hourly rate, and any other costs, if applicable (2) Resumes of
the 2 individuals proposed to do the work. Include a completed copy of
the provision at FAR 52.212-3, Offeror Representation and
Certifications- Commercial Item. FAR Clause 52.212-4 Contract Terms and
Conditions applies to this acquisition. FAR 52.237-2, Protection of
Government Buildings, Equipment and Vegetation apply to this
acquisition. DFARS 252.212.7001 Contract Terms and Conditions to
implement Statutes or Executive orders Applicable to Defense
Acquisitions of Commercial Items, 252.225-7001 & 252.225-7036 apply to
this acquisition. FAR 52. 232-18, Availability of Funds applies to
this acquisition. Department of Labor Wage Determination No.94-2309 Rev
15 applies to this solicitation. Proposals are due on September 30,
1999 at 1300 hours. Mail or fax proposals will be acceptable. Mail
