provide the necessary equipment and services to repair the MTS Track
Pad Wear Simulator and return it to original operating condition
including the original calculations. The requirement includes providing
a direct digital control system and the necessary technical assistance
to set up the system and profiles for the desired test sequence and
machine operations. Machine operations must include the simulation of
a track shoe coming into contact with the ground at an angle, leveling
out, multiple roadwheels moving across the top of the track, and
exiting the ground at an angle. In addition, the machine must remain
capable of pulling the track shoe across the road surface as the
roadwheels are traveling across the top. TACOM intends to negotiate on
a sole source basis with MTS Systems Corporation, 14000 Technology
Drive, Eden Prairie, MN 55344-2290 for this effort. MTS is the OEM for
this equipment and retains the code and operating parameters necessary
for machine test execution. FOB destination delivery terms apply. All
work must be completed within 8 months after award of contract. The
following factors will be used to evaluate offers: 1) technical
capability to meet the Government's requirement; 2) price and 3) past
performance. Technical capability is equal to price and significantly
more important than past performance. This is a combined
synopsis/solicitation for commercial items is prepared in accordance
with the format in FAR Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation. Proposals are being requested and a written
solicitation will not be issued. The combined Synopsis/Request for
Quotation (RFQ) number in DAAE07-99-T003. The solicitation document and
incorporated provisions and clauses are those in effect through Federal
Acquisition Circular 90-46 dated 17 Mar 97. The associated standard
industrial classification code is 3823 with a size standard of 500
employees. Provisions at FAR 52-212-1, Instructions to
Offerors-Commercial, apply to this acquisition. The clause at FAR
52-212-4, Contract Terms and Conditions Required to Implement Statutes
or Executive Orders-Commercial Items, applies to this acquisition.
