The National Cancer Institute (NCI), Division of Cancer Control and
Population Sciences (DCCPS), Office of the Associate Director, Cancer
Surveillance Research Program, on procuring a social-epidemiological
analyses of behavioral and biologic determinants of African
American/white racial disparities in cancer survival from Louisiana
State University Medical Center, 433 Bolivar Street, New Orleans, LA
70112. In 1983, the National Cancer Institute began a
social-epidemiological study of possible behavioral and biologic
determinants of black/white racial disparities in cancer survival.
Survival differences in four organ sites were investigated: breast,
bladder, colon, and uterine corpus. The collaborative multicenter study
focused on population-based samples of new cases from Atlanta, New
Orleans and San Francisco/Oakland for 1985-1986. More than thirty-five
analyses have been based on the samples since the project started,
including histological characteristics of breast carcinoma, treatment
plans in stage II node-positive breast cancer, time from symptom
recognition to medical consultation, racial survival differences,
estrogen receptor status differences, factors associated with stage at
diagnosis, social ties and survival difference in dietary intake, etc.
Except for Louisiana State University, all other collaborative
organizations under the above multicenter study are under the NCI SEER
Program. This project will continue to follow cancer patients in New
Orleans who were accrued into the Black/White Cancer Survival Study.
This will provide follow-up information through December 1999 for all
patients for a minimum of 13 years of survival data. Standard
procedures for follow-up will be employed, including linkage with state
mortality files, updates from hospital tumor registries, physicians,
contacts with patients or their family, and tracing patients. Death
certificates will be obtained where appropriate. Using this data, a
conglomerate of studies using long term survival data will be performed
over the next year associated with survival disparity, breast cancer in
young women, risk factors in explaining Black/White differences in
tumor biology and survival, and race, tumor characteristics and
survival. Analyses and reports on these studies shall be completed. As
noted, Louisiana State University (LSU) was one of the collaborative
organizations for the original Black/White Survival Study conducted in
1983, and it has access to the data and patient based from the study.
Furthermore, LSU is the only collaborator that does not operate under
the NCI SEER Program. LSU, which operates the Louisiana Tumor
Registry, is the only organization in the state which has statutory
authority to obtain the required information on cancer patients. LSU
also has all the expertise needed to conduct the aforementioned
analyses. The Louisiana State University Medical Center is the only
source known to the NCI Researcher that has access to the data and
participated in the previous Black/White Cancer Survival Study (this
allows comparisons with other centers that participated) and can
therefore perform the above follow-up and analyses. This notice of
intent is not a request for competitive quotation. However, if any
interested party believes it can meet the above requirement, it may
submit a statement of capabilities. The capability statement and any
other furnished information must be in writing and must contain
material in sufficient detail to allow NCI to determine if the party
can fully meet the requirements. Capability statements must be received
in the contracting office by 3:00 p.m., EST on September 27, 1999. If
