synopsis/solicitation for Commercial Items, prepared in accordance with
the format in the FAR 12.6 as supplemented with additional information
included in this notice. This announcement constitutes the only
solicitation and a separate written solicitation will not be issued.
This solicitation, No. RFQ-NCI-90221, includes all applicable
provisions and clauses in effect through FAR FAC 97-13. The acquisition
will be made pursuant to the authority in FAR 13.5 to use simplified
procedures for commercial acquisitions. This requirement is set-aside
for small business. The Standard Industrial Classification Code is
2732, and the business size standard is 500 employees. All prospective
offerors should have a copy of the booklet "Standard Technical
Specifications for NCI Printing Requirements" (hereafter referred to as
NCI Standard Specifications) issued by DHHS/NIH/NCI. The information in
this booklet provides supplemental information necessary for potential
offerors to have a complete understanding of the specifications set
forth below. Copies of the booklet may be requested from Cynthia Brown
at (301) 402-4509. REQUIREMENTS: Title: "Atlas of Cancer Mortality".
PRODUCT: 378 page book with separate 4 page wrap-around cover. QUALITY:
Level one printing and finishing attributes are required for this
specification. Reference GPO publication 310.1 for attribute
requirements. Printing is the predominate production function and none
shall be subcontracted. NOTE: "Mandatory Display Examination" is
required for this requirement. Failure to examine the camera copy and
furnished materials prior to bid submission will render your proposal
"non-responsive" regardless of the price offered. QUANTITY: 20,000
copies and final films used in the production of printing. TRIM SIZE:
8-3/8" x 10-7/8", 19,000 copies lay-flat bound on the 10-7/8" dimension
plus an additional 1,000 copies to be case bound on the long dimension.
FURNISHED MATERIALS: Zipdrive Mac disks consisting of Adobe illustrator
art and Quark page layouts from desktop created files together with
proofs. The original software is AtlasPro from a DOS computer system.
Press progressive of sample pages is provided as a guide to pre-press
requirements. The contractor shall be responsible to individually
manipulate every map, (approximately 260) in illustrator 8.0 as
detailed under Printing in this requirement. PROOFS: Provide laminated
halftone dot structure color proofs, digital-4000 dpi or made only
from final films, stripped to show the full press sheet imposition,
indicating guide, gripper and ruled-up for all the bindery trim-outs of
each form, plus 2 dylux proofs, with all elements in proper position,
folded and trimmed to the final size. The NCI, OCC, Printing Office
shall retain one dylux proof set. PAPER: Cover -100 lb. white #1
Vintage Velvet, dull finish cover stock. (Celesta, Lustro or Signature,
or an approved equal). Text -- 80lb. White #1 vintage Velvet, dull
finish text stock. (Celesta, Lustro or Signature, or an approved
equal).Case -James River's Kivar #6 Graphic white, Chrome Finish (no
substitutions shall be allowed). Only those papers listed above as
approved #1 sheet equals will be considered. See the 32nd edition
(1998-99 issue) of the Competitive Grade Finder. Both the text stock
and cover stocks must be the same brand name items, and all the leaves
within each book must be matching. American mill manufactured papers
only, private label papers and/or foreign manufactured papers not
subject to NAFTA shall not be acceptable. INKS: 4 color process, PMS
Cool Gray #7, Blue #300, Green #348, Red #485 and dense Black. Inks
shall contain minimum percentages of vegetable oil in compliance with
federal procurement mandates. BINDING: Lay-flat bind 19,000 copies.
Must be with a flexible spine and free floating cover structure.
Adhesive on spine must be water-based, cold emulsion PVA (polyvinyl
acetate) which remains flexible for life of the binding. A reinforced
crepe lining is to wrap over the spine. Apply cover by hot/or cold glue
process. Trim three sides after binding to final size. NOTE: Text page
371-374 is a roll-out two page/double spread folded short of the face
and trimmed short of the binding edge. No additional blank pages shall
be allowed. Hinge score the covers to prevent cracking and run the
cover paper grain parallel to the spine dimension. Spine type must
remain centered. The balance of 1,000 copies are to be cased-in with
suitable squares, using crash and paper, over 88 pt. binder's board,
round back, end-sheets to match predominate cover solid PMS color, foot
and headbands in appropriate colors to match covers. PRINTING: Print
covers 1 and 4 in "Geo" black bleeding all sides with reversed to white
type. One large rectangular area reverses out of solid background and
prints 4 color process from a furnished 8" x 10" photograph. The inside
covers 2-3 print in a solid Geo Black background color for the lay-flat
version only. Black endsheet stock can be used in lieu of printing for
cased version. Laminate the case bound copiesusing suitable film. Text
pages print in four PMS colors plus Dense Black inks. Printer will be
responsible for individually altering each map (approximately 260) as
follows: All red and blue maps, outline of states must be changed to
100% Black and border width changed to point. Global corrections will
not work on these files. Outline of counties must be changed to 50%
Black and the width of the rules changed to 1/4 point. Maps with sparse
data leg-end fills must be changed to 50% Black. Two lakes on each map
must be converted to white. All maps shall be converted from
Red-Green-Blue or CMYK to PMS colors following the furnished press
progressives as a guide to solid or screened tint area corrections. 175
line screens throughout are required. All text pages overall aqueous
coat in satin finish. Walter Burroughs, the government's inspector
shall handle all aspects of production. NOTE: Heavy ink coverage is
required and the contractor must take all necessary precautions to
prevent ghosting and lay a smooth, uniform ink film. Ghosting and
"in-line problems" shall not be acceptable. Both cover and text
signatures must be printed on a lithographic printing press capable of
printing all the ink colors with one pass through the press. Web run
production equipment if used, shall be lithographic heat-set only.
MARGINS: Bleeds, follow trim marks on furnished camera copy. PRESS
INSPECTION: Press sheets shall be inspected at the contractor's
printing facility for quality conformance. Each press sheet form must
contain one color bar, at least 3/16" in width, for each ink color
placed parallel to the ink rollers. Color control bars (such as,
BRUNNER, GATF or GRETAG) must contain star targets, trapping, tint and
dot gain patches, process built grays if applicable, and extend the
full width of the press sheet. Ink densities shall be constant across
the full width of the sheet with no deviations to exceed plus or minus
of one percent. Light and heavy inking is not allowed. The contractor
must provide the correct viewing conditions for all press sheet
inspections including 5000 degree Kelvin light sources housed in a
completely enclosed neutral gray booth and functional densitometers .
PREAWARD SURVEY: In order to determine the responsibility of the prime
contractor, the government reserves the right to conduct a preaward
survey, or to require samples to QATAP evaluate, or other evidence of
technical, managerial, financial and similar abilities to perform,
prior to the award of a contract. PACKING: Shrink wrap each individual
case bound copy. Lay-flat copies shrink or band in convenient units.
Pack in new 275 pound test corrugated containers filled to the top, 80
copies per carton. The cartons shall be specifically manufactured to
fit this product. Maximum weight shall not exceed 48 lbs. per carton.
Products must lay flat, do not stand upright in cartons. No packaging
deviations shall be allowed. Label on the carton ends. RETURN
MATERIALS: Return all camera copy or furnished materials as received
and two file copy printed samples. Inventory the final film negatives
in printer spreads (only 2 page films for book-work) and furnish copies
of all the signed receipts in one package to Paul LaMasters, NCI
Printing Officer, Office of Cancer Communications, Building 31, Room
10-A-28, 9000 Rockville Pike, Bethesda, MD 20892. NEGATIVES: Compose
negatives as RRED final films in two page printer's spreads only,
allowing a minimum of " working margins on all sides, using .007 film,
(.004 film is allowed if computer electronic files were provided by
the NCI). Pin hole registration punching of the final films is required
and composed, not stripped, registration marks on all sides. The
contractor shall inventory all the final negatives within their
facilities until called for return by the government. Ownership of
these furnished films shall remain the government's property. Industry
trade customs shall not apply to film, flats, proofs or color oks.
Pack films to protect emulsion layers and furnish each film set with
the associated top sheet containingwet ink density readings, or your
press oks for future color match. Films shall be ready for subsequent
reprints without additional effort beyond exposures. If digital
direct-to-plate technologies are used, the contractor shall also be
required to furnish films as a deliverable item upon request. Label:

Mortality. SHIPPING: 10 advanced samples copies to: National Cancer

of Congress, Madison Bldg., Exchange and Gift Division, Federal
Documents Section, C Street, North East, (between 1st and N Streets),
Washington, DC 20540. Ship the balance of copies to: Aspen systems,
Inc., Attn: Mr. Andy McMahon, 1000 Haverhill Road, Baltimore, MD 21229,
(410) 644-7853. Ship 736 "depository copies" to: US Government Printing
Office, Depository Receiving Section, Jackson Alley, room #A-150,

#507-G-02. Proofs will be withheld 3 working days from the time they
are received until they are returned back to the contractor's
facilities. Label the proof package with the NCI PC number and product
title. Return the materials in the proper order as originally provided
by the government. Press Sheet Inspection requires 5 working days
notice. Notify the NCI Communications Office at (301) 402-2624 of the
day and time press sheets will be available for inspection. Bindery
Inspection requires 5 working days notice. Notify Paul LaMasters, NCI
Printing Officer at (301)-402-2624 of the day and time products will be
available for inspection. Continuing production beyond presswork is
solely at the contractors's risk until "authorization for binding
production" has been given in writing. Display of materials at NCI,
OCC, Building 31, Room #10-A-28, 9000 Rockville Pike, Bethesda, MD
20892 will take place on 09/16/99. Assuming an award date of 9/23/99
material shall be picked upon 09/24/99, 1,000 copies shall be delivered
to the destination identified in this solicitation on 11/5/99 by 12:00
p.m. (noon) EST. NOTE: Advanced sample copies must be received at the
NCI Communications Office prior to any bulk distributions. On 11/11/99
the balance of copies shall be due to Aspen Systems. On 11/18/99 the
return of all furnished materials, final films and receipts shall
occur. Be aware that without the return of the furnished materials
complete as specified within these specifications, payment may be
withheld until these materials are received. This package shall include
copies of all bulk shipment documents with signatures by the receiver
and two sample file copies. The contractor shall initiate contact with
the warehouse, if the inventory number is not provided prior to
labeling nay cartons. If the number is provided, use it on the carton.
Packaging requirements for bulk shipments delivered to the NCI:
Shipments not conforming to these requirements can be refused. The
exact packaging foreach order will be detailed within the printing
contract from the government. The contractor shall initiate contact
with the warehouse, if the inventory control number is not furnished,
prior to labeling any cartons. Receiving hours are 9:00 am -12:00 p.m.
(noon) and 1:00 -- 4:00 p.m.EST, Monday-Friday. Call for delivery
appointment prior to any bulk shipments. Ship the balance of copies to
Aspen Systems, Inc., 1000 Haverhill Road, Baltimore, MD 21229, Attn:
Andy McMahon, (410) 644-7853. Ship the samples to: National Cancer
Institute, Office of Cancer Communications, Building #31, Room 10-A-28,

Phone: (301) 402-2624. Label each carton on one end with the NCI PC
No., Title, Inventory No. and Quantity per carton and per package.

No]. Plastic strap band every skit in both directions (twice) over
corrugated edge protectors and wooden skid tops, then cover skids with
plastic stretch wrap after banding, tops and edge protectors. Affix a
packing list for all deliveries. Stack skids not to exceed 50" from
the floor to the top. Dimensions of the skid required are listed below.
All shall be four-sided entry and weight must not exceed 2,000 pounds,
do not side load or double stack on the truck. The required pallet
size dimensions are: Side dimension 40", and Front Dimensions 48". The
cartons shall only be new 275 lb. test corrugated and specifically
made to contain the products as specified, "PACKING". BASIS FOR AWARD:
Award will be made to the responsible offeror submitting the
responsive lowest priced quote/offer that fully meets the requirements
of the solicitation. PROVISIONS AND CLAUSES: the following FAR
