The U.S. Army TACOM-ARDEC is seeking interested parties for a proposed five (5) year contractual effort for spheroidal propellant (WC864) for the 155mm Modular Artillery Charge System (MACS). MACS is the propulsion system for the Crusader Field Artillery System. Respondents must have the requisite engineering staff, expertise and equipment in the process for the production of large quantities of ball powder using an aqueous process. The requisite production facilities should include lacquer preparation, graining (pellitizing), shaping (rounding), hardening (solvent removal), size separation, coating web reduction (rolling), drying, surface coating, blending, packaging and acceptance testing required for MACS igniter ball powder production. WC864 is a loose spheroidal propellant for use in the ignition system. The composition of the ball powder shall consist of mainly energetic materials such as nitroglycerine, diphenlyamine and potassium salt. Physical properties are such that nominal grain diameter is0.040-0.050in. and nominal web size is 0.025-0.040in. The quantities required are: FY00 -- 25,000 lbs; FY01 -- 26,000 lbs; FY02 -- 47,000 lbs; FY03 -- 62,500 lbs; FY04 -- 47,000 lbs. Firms with experience in the areas cited above should provide a summary of their company s capabilities including a description of facilities, personnel and past experience to meet this requirement by 8 October 1999. The MACS and its components are on the Militarily Critical Technologies List (MCTL), Aug 1996. Therefore, the MACS TDP is restricted by the Arms Export Control Act (Title 22, U.S.C.
