48201 A -- CRYOSTAT WITH VACUTOME AND UNIVERSAL DISPOSABLE BLADE HOLDER SOL

combined synopsis/solicitation for commercial items prepared in
accordance with the subparts in Federal Acquisition Regulation 12.6, as
supplemented with additional information included in this notice. This
announcement constitutes the only solicitation; bids are being
requested and a written solicitation will not be issued. Solicitation
number Request for Proposal (RFQ) 553-61-99 is assigned and shall be
referenced on any proposals. This solicitation document and
incorporated provisions and clauses are those in effect through Federal
Acquisition Circular 97-13. The Standard Industrial Code is 3826.
Contractor shall provide to the Department of Veterans Affairs, John D.
Dingell Medical Center a research cryostat with vacutome and universal
disposable blade holder. Contractor shall provide a system with an
electronic cryostat with vacutome, deep freezing device/capability, and
stainless steel microtome. Contractor shall provide a system capable of
vertical specimen movement, sectioning thickness from one to five
hundred microns, specimen retraction during return stroke for
protection of specimen and knife edge, and motorized specimen approach
to the knife. Contractor shall provide system with frost free
illuminated specimen chamber, chamber temperature control to -35
degrees Celsius, specimen feed capability, heated sliding window, at
least four specimen ports, deep freezing device to allow for rapid
freezing of specimen, automatic defrost cycle with override to set to
desired time, maximum specimen size at least 70 X 50mm, 360 degree
specimen rotation on both X and Y axes, and manual lock and unlock on
handwheel (safety feature). Contractor shall provide a system with
vacutome waste containment system with vacuum generating unit and
controls with filter jar/basket for collection and disposal of waste
material from sectioning. Proposals shall be submitted on an "all or
none basis". Partial proposals shall be rejected. All potential
offerors shall be available to perform the requirements of this
contract immediately. Offerors shall provide a complete set of
provisions with proposal found at FAR 52.212-3, Offeror Representation
and Certifications-Commercial Items. Provision and clauses found at
52.212-1, 52.212-4, 52.212-5 also apply. Offerors may find the FAR
