brownte@eglin.af.mil. The Air Armament Center (AAC) Joint Direct Attack
Munition (JDAM) Program Office, AAC/YU, anticipates awarding a contract
action for the repair of non-warranted JDAM tailkits not to exceed a
total of 50 JDAM assets. These actions are envisioned to be awarded to
the McDonnell Douglas Corporation, a Wholly-Owned subsidiary of the
Boeing Company. The McDonnell Douglas Corporation is the only company
that has the detailed knowledge necessary to provide the needed
support. No government owned technical data package exists to allow any
other companies to become knowledgeable about the JDAM design. As the
aggregate of these actions will be under the simplified acquisition
threshold, Numbered Note 22 is not applicable. This synopsis is for
information and planning purposes only, it does not constitute a
solicitation for bids or proposals and is not to be construed as a
commitment by the Government. An Ombudsman has been appointed to
address concerns from offerors or potential offerors during the
proposal development phase of this acquisition. The Ombudsman does not
diminish the authority of the program director or contracting officer,
but communicates contractor concerns, issues, disagreements, and
recommendations to the appropriate Government personnel. When
requested, the Ombudsman shall maintain strict confidentiality as to
the source of the concern. The Ombudsman does not participate in the
evaluation of proposals or in the source selection process. Matters of
a routine or administrative nature concerning this acquisition should
not be addressed to the Ombudsman but rather to the Contracting
Officer, Contract Specialist, or the Program Manager identified above.
