Contractor shall operate and perform non-personal services, not limited
to furnishing, management and any other items and services not
Government furnished to perform the installation level logistics
support functions at Fort Riley, Kansas. The required work includes but
is not limited to: Director support and general support maintenance
(ground and aircraft) to include Army oil analysis program and a
central vehicle wash facility; storage, warehousing and distribution of
general supplies, repair parts, rations, ammunition, petroleum products
and individually issued field equipment; transportation fleet
management (less maintenance); transportation management of household
goods, personal property and individuals; transportation management of
unit movements and installation level supply stock records. For each
functional area as applicable, the Contractor will be required to
operate Standard Army Management Information systems (STAMIS) as well
as non-standard systems and perform activities IAW applicable
regulations, manuals, technical documents and Standard Operating
Procedures (SOPs); orient employees and obtain/maintain all applicable
certifications, clearances, and training; submit and implement
planning and control documents and procedures to include but not
limited to contingency planning, property control, subcontracting,
maintenance program, safety and security programs, fire prevention,
emergency notification procedures, quality control programs, SOPs,
environmental protection, toxic/hazardous material and waste
management, recycling, energy conservation program, Army Performance
Improvement Criteria, data and information requirements; information
security and accreditation; provide mobilization support and facilities
engineering technical support. This solicitation is in support of an
OMB Circular A-76 Cost Comparison study and may or may not result in
the award of a contract. The proposed contract will be a firm fixed
price contract for a base and four option years. The Standard
Industrial Classification (SIC) code for this project is 8744,
Facilities Support Services. The small business size standard for the
project is $20.0M. The proposed contracted listed herein is 100% small
business set-aside. The Request for Proposal (RFP) may be downloaded

Oct 99 with a bid opening on or about 07 Dec 99. No bid documents will
