The HHS, Program Support Center, Division of Acquisition Management,
has a requirement for professional services to collect additional data
and conduct an evaluation of the National Research Service Award
(NRSA) program sponsored by the Agency for Health Care Policy and
Research (AHCPR). The Government knows of one source, Flattau and
Associates, 5335 Wisconsin Avenue, N.W., Suite 440, Washington, DC
20015-2034 that has the capability of providing these services. In
1998, Flattau and Associates developed a research protocol to assist
planned evaluation activities related to address both career outcomes
and organizational practices and characteristics of individual
institutional training programs in health services research. Systematic
data abstraction methodology and coding procedures were developed in
order to develop a database on former AHCPR supported T32 NRSA
trainees. Expansion of the data set to include additional former AHCPR
supported T32 trainees, former AHCPR supported F32 award recipients,
and data from external sources is required and shall allow for the
assessment of outcomes associated with AHCPR investment in research
education, along a variety of output dimensions, including employment
patterns and publication records, controlling for key characteristics
of trainees, as well as their training experience. The Contractor shall
perform four (4) tasks: 1) Organize a project advisory committee,
comprised of representatives of currently-supported AHCPR training
programs and experts in career outcome evaluation studies; 2) Expand
the existing AHCPR Curriculum Vitae (CV) database; 3) Generate a
statistical summary of the AHCPR CV database; and 4) Explore the
feasibility of adding new measure to the AHCPR CV database and report
the results of the test in a technical memorandum. The Contractor shall
provide the AHCPR with a written and tabular report which will present
a descriptive summary of careers of former AHCPR-supported scholars
supported by the T32 and F32 NRSA programs. The estimated completion
date for this effort shall be five (5) months from date of award. Award
shall be made using Simplified Acquisition Procedures in accordance
with FAR 13.106-1(b). No solicitation is available, therefore, requests
for such documents will be considered invalid responses. Firms having
the ability to perform the tasks, as stated above, shall provide clear
and comprehensive information supporting its claim, inclusive of
references listing contact person(s) and phone number(s); technical
literature; and pricing. All timely responses shall be considered,
however a determination by the Government not to compete this contract
based upon responses to this notice is solely within the discretion of
the Government. Responses should be addressed to the attention of Kelly
Cook, referencing Request for Quote Number 99R403361. If no affirmative
response is received within 15 days of publication, the Government
shall proceed with the acquisition to Flattau Associates. See Numbered
