This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes sole source solicitation; proposals are not being requested and a written solicitation will not be issued in accordance with Note 22. 701819Q048 is issued as a sole source request for quotation. This acquisition and the incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-12. The following ornithological radar services will be obtained from ABR Inc, P. O. Box 80410, Fairbanks, AK 99708 due to they are the only ornithological radar service vendor in Alaska and have previously, in 1997, performed a pilot radar migration study at Point Barrow for USFWS and the North Slope Borough Dept of Wildlife Mgmt. The proposed services will use ornithological radar technology to measure the exposure of King, Common, and threatened Spectacled and Stellar's eider flocks to collision risk at this site and to provide information on flight behavior that may be used to assess potential impacts of future projects in coastal Alaska. The study will be a cooperative effort supported by USFWS, the US Air Force, the Dept of Energy's Sandia National Laboratory and the North Slope Borough's Dept of Wildlife Mgmt.
