Agency (EPA) intends to negotiate sole source procurement with
University of North Carolina -- Chapel Hill(UNC-CH), Department of
Statistics(DOS), New West, Cameron Avenue, Chapel Hill, NC 27599 for
the acquisition of a data analysis, Estimating Spatial Trends in
Airborne Concentrations and Total Deposition. EPA believes University
of North Carolina -- Chapel Hill, Department of Statistics, is the only
vendor capable of satisfying requirements stated above. The statistics
department at UNC-CH is unique with respect to the depth and breadth
of its expertise in the estimation of spatial trends of air pollution
and network design of large-scale monitoring networks. DOS have
developed many of the statistical techniques that will ne needed to
perform the initial stages of this work. The period of performance is
expected to be from Effective date of award through a period not to
exceeding 365 days. No Solicitation is available. All interested
parties who believe they can provide the required services should fully
explain their capabilities in writing within 15 days of the date of
this announcement. The intent of this synopsis is to determine if any
sources (s) exist and, therefore, no RFP is available. Consequently,
any response(s) failing to provide the aforementioned data but instead
choosing to merely submit a routine letter requesting a copy of the
