The purpose of this amendment to Solicitation 52-PAPT-01022 is to provide for the correction of an administrative error in the answer to "Question 6" as well as post additional questions received and the answers and comments to those questions. A. In the posting of questions and answers dated "8/29/99, the third sentence in Answer 6 is modified and restated for clarification purposes, as follows: "If ten references can not be provided, offerors shall include an explanation with their proposal." B. The following questions have been received and the answers/comments to those questions are as follows: Question 16: We would be happy to supply you with a list of 10 references (with contact information) in the bid packet, what happens if my customers do not fax in their responses by 9/7/99. Answer 16: With the submission of proposals, we requested a complete list of the companies utilized for references. This was requested in order that we may contact your references directly in those cases where no responsehas been received. Question 17: How many panels is the front insert for the jewel case. I am assuming it is one panel printed 4 color process on the front only and that the back-liner is printed 4 color process one side only (standard). Answer 17: The jewel cases will not have a front panel insert, only a tray liner (with the ends turned up, as usual, for labels on the edges). The face of the disc will show through the front panel. Question 18: I am still unclear about quantities. For example would we receive an order for the complete quantity at one time, at the maximum number stated? Can you try to clarify this? Answer 18: The number of masters shown in the spreadsheet is an estimate only. We will make as many discs in a week as we can, and put as much data as we can on each disc. While we certainly won't provide a single delivery order for the entire back-file project, the number of orders placed (weekly?, per 50-disc set?) will be negotiated with the contractor after award. We will place enough orders tosatisfy our needs, which are to publish the entire back-file of facsimile images (estimated at three terabytes of data) as quickly as possible and to publish the front file (at least one disc per week) starting with the first week in 2000 and for the remainder of the contract. Question 19: I have not been able to determine how much printed material (e.g. inserts, folders, booklets) the PTO will require with the replicated DVD's. This is important information to have, as the amount of printed material and its format (full color, one-color, etc.) has a direct bearing on the price of those materials. Perhaps if I knew how much information and the nature of the information to accompany the discs, I could determine for myself the size and format of the printed materials. Answer 19: The only printing required for this contract is for the disc label and for the tray liner. Our intention is that the disc label background will require four-color process offset printing, with text screened in one spot color over the background. The tray liner will require four-color process offset printing. In as much as the printing of disc labels is an art rather than a science, the outcome is not perfectly predictable. Nevertheless, bidders must have both offset and screen capability for disc labels. Question 20: Am I to assume that the PTO will require only one color to be screened onto the DVD's? Answer 20: No. Four-color process offset and spot color capabilities are required. See bid submission form and above questions. C. All other terms and conditions of the solicitation remain unchanged.
