Service (ARS), intends to negotiate solely with Lotek Engineering Inc.
in Newmarket, Ontario (Canada) to furnish and deliver (F.O.B.
Destination) eight (8) GPS-2000 Animal Tracking units to the USDA, ARS,
Appalachian Farming Systems Research Center in Beaver, WV. The GPS
systems will be used for the tracking of livestock grazing behavior in
a complex terrain and will be used to improve grazing management
practices. Each system, GPS 2000 Model, includes a rechargeable battery
with a Scheduler Package; a Sensor Package; a differential correction
software package, GIS (Arcview 3.1) software, PC connection RS232 (MS
Windows 95/98 computer) and download link (to the computer); any
special tools required for normal servicing of the units; a Battery
Charger for rechargeable batteries; one (1) set each of the equipment
and software manuals and a one-year parts and labor warranty on the
equipment. The software shall be "Y2K" compliant. Minimum
specifications for each GPS system: Field programmable GPS and beacon
scheduler package; Field upload/download link package to include a
field upload of satellite almanac; an 8 channel receiver with VHF
tracking beacon mounted on collars with combined weight not to exceed
2-1/2 pounds; Field recoverable NiCad rechargeable batteries; Data
storage capacity: 8,000 locations for nondifferential mode or 4,000
locations for differential mode; VHF frequency range: 140-175Mhz;
Operational temperature range: -20C to 50C; Data retention storage
temperature range: -20C to 75C. Six units shall have collars fitted for
cattle and two units shall have collars fitted for sheep. The Sensor
package shall be integrated into each unit and capture location,
ambient temperature and two-axis activity (browsing activity). The
sensor package shall be capable of upgrading to include additional
information (i.e. mortality). Companies with the demonstrated
capability and financial capacity to provide and service such equipment
must submit a written substantive statement outlining the Company's and
systems' capabilities to the Contracting Officer within 15 days of
publication of this notice. This is not a request for proposal. No
