synopsis/solicitation for commercial items in accordance with the
Subpart 12.6 format, supplemented with additional information included
herein. This announcement constitutes the only solicitation; written
quotations are requested. A written solicitation will not be issued.
Solicitation number is NRCS-12-TN-99 and is a Request for Quotations
(RFQ). The solicitation document, incorporated provisions, and clauses
are those in effect through Federal Acquisition Circular 97-07. The
solicitation contains no size or other set-asides and is classified
under standard industrial classification code 3695. Contract line items
are as follows: CLIN 1 -- Deliver and install a complete non-linear
digital video editing system, 1 ea., CLIN 2 -- Digital camera/wireless
microphone,, 1 ea., and CLIN 3 -- Training for agency personnel, 1 ea.
Requires furnishing standard commercial warranty and furnishing
commercial computer software/documentation under the same licenses
customarily provided to the public. Non-linear digital video editing
system that will create broadcast-quality programs for video,
multimedia, CD-ROM and the internet. A Macintosh-based system is
required to fully-integrate with existing systems and provide for
import/export of graphics/video. System must mix DV and analog media
and apply real-time effects without artifacting or aliasing. A
character generator, full title production, and minimum of 40 special
effects/transitions is required. CLIN 1: A Media 100xe with DV for
Macintosh or equal is to include the following: Media 100xe with DV for
Macintosh; Media 100 Platinum Support for XE (24 hour, 7 days per week
technical support with one-year of software updates and one year of
hardware exchange); Apple PowerMac G3-450mhz, 256 mg, 9gb, CD, USB hard
drive; 2 Apple 17" Color Sync monitors; Rorke Data 36gb UltraWide LVD
Hard Disk Array; ATI Xclaim 8mb Graphics Adapter for Macintosh; Rorke
Data Macintosh Raid Striping Software; Rorke Data Ultra SCSI LVD Host
Adapter; Triplite BCpro850 UPS Backup Power Supply; all cables
necessary for installation both audio and video; Adobe After Effects
Professional Bundle 4.0; Adobe Photoshop 5.5 for Mac; and Artel Boris
Effect for Media 100. Salient characteristics of the system include
providing digital on-line video quality; real-time DV integration;
S-video and composite video connections; support multiple compression
settings; simultaneous support for NTSC/PAL and SVGA monitors;
capability to view or record 32-bit animation out to videotape in
real-time; media compression of 200/240KB; real-time fully parametric
audio EQ; real-time preset audio tracks; real-time control o audio
levels; a minimum of 6 real-time audio tracks; two input/output
channels; simultaneous capture and synchronization of audio clips and
tracks with video; balanced audio input/output with noise resistant XLR
connectors; unbalanced input/output with RCA connectors; 16 bit
CD/DAT-quality audio input/output; professional quality audio meters
and faders; real-time single channel audio crossfades; real-time mixing
on multiple channels; clip-and-track-based volume and pan control
between channels; customizable nominal reference settings; audio and
video sync; dialog boxes and drag and drop functionality; compatibility
with Quick-Time based applications; real-time nonlinear editing; batch
digitizing of analog and DV media; 150 levels of undo/redo; clip
replacement without losing applied effects; insert and assemble edit;
direct control of clips, editing and effects creation in program
timeline; auto insert for inserting and overlaying clips; three-point
editing capability; stock leaders and trailers; videotape recorder
(VTR) control; import/expert industry standard logs; QuickTime codec
for integration with third party applications; Import/export single or
multiple PICTS for creation of still-frame, video, and animation
clips; import QuickTime files including alpha-channel support for
creation of video and animation clips; export QuickTime formats;
import/export standard logs; allow for instant storyboarding; support
drag and drop interchange with Macintosh applications like After

batch digitize DV media. CLIN 2: A Canon XL1 Digital Camcorder Kit or
equal including the Canon XL1 digital camcorder; batteries; microphone
adaptor/shoulder pad; system case; wind screen; and 1.6X teleconverter
lens. Salient characteristics of the video camera are digital vide (DV)
format; DV terminal for digital transfer of video and sound; regular
video and audio outputs; interchangeable lens system; autofocus and
manual focusing; 16X zoom lens with optical image stabilized; telephoto
lens; record in normal video recording and digital photo mode; four
channel digital audio system with independent output for each channel;
digital fader; headphone terminal with level adjustment; video and
s-video terminals for analog output; LP mode; remote control with
jog/shuttle dial; 2 lx minimum illumination; maximum 7lbs weight fully
loaded; compatible with digital video editing system. Item 2 includes
an Azden WDR PRO Wireless Receiver, Azden WLT PRO VHF Wireless
transmitter, and Azden 31XT Transmitter for microphone or equivalent.
The wireless transmitter/receiver/microphone must be compatible with
Canon XL1 digital video camera; provide professional quality audio
recording and transmission; be lightweight and portable.
Transmitter/receiver frequency to be compatible with camcorder. The
lavalier bodypack transmitter should have an omni-directional
microphone with input level control and a switch with standby for
muting the audio. CLIN 3: Vendor must provide system configuration,
delivery and onsite installation and set-up of equipment. Must also
provide user training to include a minimum of 8 hour onsite training to
familiarize end user with operation, integration, maintenance and
support of this system. Vendor must be able to respond within one
business day to requests for onsite assistance. CLIN 1 and 2 are to be
delivered and installed within a period of 60 calendar days after
award and CLIN 3 is to be performed within 90 calendar days after
