The 11th Contracting Squadron intends to compete a simplified
acquisition purchase order for Membership Sports and Recreational
Services for the Air Force Office of Scientific Research (AFOSR) --
SUBJECT TO THE AVAILABILITY OF FUNDS. The goal is to provide
near-by-access to a large, modern facility (gym) to enable AFOSR
military members to satisfy their military physical fitness standards
in accordance with AEI 34-501 and to facilitate civilian fitness as
well. This project is a 100% small business set-aside. However, if we
don_t receive two or more qualified small business offers, this request
will be opened up for full & open competition. The contractor shall
provide use of the Ballston Sport and Health Center (or another
facility of equivalent size, quality, and proximity {within one-quarter
mile of 801 North Randolph Street, Arlington VA 22203}). Membership
shall include the use of all standard commercial services offered by
the fitness facility and unlimited access during normal operatinghours.
The rights to guest passes and membership privileges shall belong to
the Air Force Office of Scientific Research, and not to the individual
participants. Membership does not include the user of health spas,
massages, racquet clubs, golf courses, bowling centers, sporting clubs,
and swimming facilities unless included in a standard commercial
membership. It is anticipated that the number of users may vary as much
as 10% from one month to another. However, we currently predict
approximately 20 military and 35 civilian personnel using the facility.
For each military user, 100% of the costs shall be paid on the
contract. For civilians, only 67% will be paid by the Government. The
remaining amount is to be billed to the civilian. The Government
assumes no responsibility/liability for the remaining amount due.
Organizational memberships shall belong to AFOSR. Memberships may be
transferred from one individual to another. In addition, the Government
retains the right to terminate participants at no cost to the
Government. Individual participant identification cards with bar codes
will be issued to AFOSR/Sport and Health at no cost to the Government
and must be presented to gain access. Any replacement fee for lost
cards is the responsibility of the participant. The Contracting
Officer_s Representative (COR) will verify each individual_s
eligibility, will grant authority to use this agreement, and will
coordinate/control the memberships with the facility. In turn, the
contractor shall provide AFOSR with a monthly usage report. The period
of performance for this acquisition will be 1 Nov 98 _ 31 Oct 99 (12
