The USDA/FSA, Acquisitions Management Branch, intends to procure a Y2K compliant Agricultural Real Estate Appraisal software system to administer the direct and guaranteed loan and grant programs of the Agency. The Farm Service Agency's Farm Loans Program area automated the appraisal business process about 6 years ago; however, the DOS-based software (i.e., MCS Appraisal System, version 7.8), is Year 2000 (Y2K) noncompliant. The Agency is in the process of upgrading both hardware and software components to be Y2K compliant. The contractor shall also provide appraisal training on the operation of the software, maintenance of the appraisal software, and technical support to end-users. The period of performance shall be for a base and four option years. The Government reserves the right to award multiple contracts for this procurements. Solicitation and proposal preparation will be on a very short turnaround. Telephone requests for the solicitation will not be honored. September 13, 1999, is the anticipated due date for submission of proposals, not the date for the issuance of the solicitation (refer to the solicitation for the specific proposal due date and time). It is anticipated that the solicitation will be released on or about September 3, 1999. This procurement will be conducted under full and open competition procedures. The RFP document was developed using WordPerfect 7.0 and will only be available through the USDA Farm Services Agency Contracting Home Page (AMB Web page). All amendments and other information regarding the solicitation will be issued through the AMB Web page.
