Request for Offer (RFO). The purpose of this proposed procurement is to
obtain scientific and engineering analyses to support Earth Science and
Technology Office (ESTO) planning, program execution, and program
performance evaluation. The proposed acquisition will provide NASA with
timely, objective, non-advocacy inputs to plan, execute and evaluate an
effective Earth Science technology investment program. In order to
successfully carry out this goal, the work must be conducted in an
independent and objective manner with freedom from bias that would
result from predilection towards a particular hardware and software
design or approach. The highly technical nature of the support required
by ESTO presents the need for access to a diversity of technical
hardware, software, and operation skills, and to extensive data bases
and information sources. The ability to obtain, integrate, and protect
proprietary information from domestic, foreign, and international
contractors without fear of disclosure is a requirement for anyone
providing this support, due to the levels of proprietary information
involved. NASA/GSFC intends to purchase the services from The Aerospace
Corporation a California non-profit corporation which operates as a
Federally Funded Research and Development Center (FFRDC). The statutory
authority permitting other than full and open competition is 10 U.S.C
2304 (c)(1), as implemented by FAR 6.302-1, only one responsible
source. The statutory authority is based upon the following: Need For
Aerospace Experience -- As a major participant in Military Programs
since 1960, Aerospace possesses unique levels of background information
and experience that will be applied to a variety of NASA programs.
Aerospace has developed engineering and analysis tools over the past 35
years, that cover such diverse disciplines as astrodynamics,
nanotechnology, communications, and orbit operations. Need for
diversified skills -- The breadth and depth of the skills base
available from Aerospace encompasses every technical area required for
execution of a successful program. This feature is not available from
any other source that is not directly or indirectly involved in
development or operation of NASA programs. Need for specialist in space
related fields -- As operator of the pre-eminent, space related FFRDC,
Aerospace scientists and engineers are recognized world-wide as
leaders in their respective fields of endeavor, which cover all space
related technical disciplines including experts in earth science remote
sensing, cost estimating, and project evaluation. 1852.215-84 --

synopsis to submit in writing to the identified point of contact, their
qualifications/capabilities. Such qualifications/capabilities will be
used solely for the purpose of determining whether or not to conduct
this procurement on a competitive basis. A determination by the
Government to not compete this proposed effort on a full and open
competitive basis, based upon responses to this notice is solely within
the discretion of the Government. Firm date for receipt of offers will
be stated in the RFO. All qualified responsible sources may submit an
