combined synopsis/Request for Quotation (RFQ) for Caller-ID Units. This
announcement, known as SSA-RFQ-99- 3976, constitutes the only
solicitation and is issued using the Federal Acquisition Regulation
(FAR) Subpart 13 procedures. Quotations are hereby requested based on
information contained herein, and a written solicitation will not be
used. Background: The Office of Quality Assurance (OQA) plans to
evaluate customer satisfaction with the Field Office Telephone Service
by collecting Caller-ID information. The following as work is
required. 1. Caller- ID units shall be provided/installed at each of
the designated 55 Field Offices located in AL, AZ, CA, CO, FL, GA, IL,
IN, IA, KS, LA, MD, MA, MS, MO, MT, NJ, NY, NC, OH, PA, PR, TX, UT and
VA. Configuration of the Caller-ID unit shall be based upon line
requirements, per office as provided by SSA. The vendor shall relocate
(deinstall/reinstall) the existing Scout Units from 18 FO's located in
AZ, CA, GA, IN, KY, MI, MO, NJ, NV, NY, OH, OR, PA, TN, and TX to
supplement the additional (new) quantities required to meet the
configuration requirements. 2. The contractor is required to validate
the Caller ID feature during the initial installation. Due to possible
delays with the local telephone company/GSA, additional site visits by
the contractor maybe required in order to accomplish the validation
process. 3. The Caller-ID units shall be equipped to capture up to 16
distinct lines (approximately) of Caller ID information (some offices
may have more or less than the projected 16 lines). The contractor will
be given a list of office line configurations to be connected to the
Caller-ID. 4. The contractor shall remotely access each of the 55
site's Caller ID units daily, Monday through Friday after normal SSA
Office hours, download the Caller ID information for (18) consecutive
days. 5. The contractor shall send the downloaded Caller ID information
electronically, via the Internet, to the designated SSA contact by
close of business the following work day after the download. 6. All
Caller ID units are to be installed and working (at a minimum) two
weeks prior to the start of the study period for testing purpose before
going online. 7. Each site Caller ID unit shall be programmed to
suppress the first ring in order for the Caller ID unit to capture the
information before the call is passed to the telephone system. 8.
Caller ID information must include at a minimum: A. Office Code, B. The
line number the call came in on, C. Duration of each call in seconds,
D. Date of call, E. Time of call, F. Telephone number of caller and
name, G. Digits dialed (entered) after the call has been answered until
the call is terminated, H. Data will be downloaded in a Microsoft Excel
Spreadsheet format. Hardware Configuration Requirements: Equipment
shall be solid-state, firmware in design dedicated for the sole purpose
of capturing Caller ID information and any dialed digits by the Caller.
Equipment shall not exceed 5 pounds in weight to be capable of being
wall mounted withoutthe need of heavy-duty mounting or bracketing
devices. Equipment must be fully automated and require no assistance
from the office staff. Equipment must be capable of connecting to a
RJ11 jack. Equipment must be capable of supporting a minimum of 8
telephone lines per unit, within a serial type connection. Equipment
must be capable of storing a minimum of 2000 calls a day. Installation
Requirements: Equipment shall be installed in the Automated Data
Processing room (ADP), telephone room or within a secure office in
close proximity to the demarcation point of the telephone lines and
telephone systems. Equipment shall be installed after normal working
hours (5:00 PM), during the normal workweek (Monday-Friday). Any
deviation from the schedule must be agreed upon by the Government.
Based upon the availability of the caller-id feature (being on-line by
the local telephone service provider), installation may require
several site visits. The contractor shall provide a certified
technician to install the equipment.Equipment shall be mounted upon the
wall or telephone backboard. Installation shall include all necessary
mounting hardware, cabling and/or accessories. The first download
delivery schedule is November 1, 1999 through November 26, 1999. The
second download delivery schedule is May 1, 2000 through May 24, 2000.
The award against this RFQ shall be made to the offeror whose offer is
found technically acceptable and represents the best "value" to the
Government. Past performance/experience will be considered in making a
best value decision. Offerors are instructed to submit three (3)
references that include: name of firm, a contact person and telephone
number. Award may be made based on the initial submission and without
discussions or negotiations with offerors. Offerors are instructed to
provide two (2) copies of their offer. Responses to this RFQ must be
submitted by 3:00 p.m. EST on September 14, 1999, and shall be
submitted to the attention of Leslie Hyman, 1710 Gwynn Oak Ave.,
