This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, proposals are being requested and a written solicitation will not be issued. The solicitation is issued as Request for Quotation RFQ-36-99-17 and offers are to be received by 4:30 p.m., 9/16/99. Following is description of item(s) including minimum requirements. Ford Model TV 140 Bidirectional Tractor with standard equipment or equal with 3-point hitch cab end.4500 pound lift; 3-point hitch engine end.4500 pound lift; 540/1000 PTO cab end with draw bar; 540/1000 PTO engine end with draw bar; 12 volt power point inside cab; radio with weather band; cab with air condition and heater; slid windows on both sides of cab; cab; push bar on engine end (bumper); brush guards for lights, windows, body and grill; belly pans from front to rear to protect filters, hoses, axles, oil pan, differential; wet disc brakes; 12 volt negative ground, 100 amp alternator, two 950 cca batteries; work lights two front and two rear, road headlamps engine end, road ready brake and turn signals cab end; flashing safety lights front and rear; cab light inside cab; tires will be of forest special type 281-261s2 firestone; one parts manual; one service manual; two operator manuals; 50 gallon fuel tank with drain valve at tanks lowest point, tank will have a manual fuel cut off after tank and before engine; limb and brush protection from sides and overhead, limb sweeps from engine end to cab; adjustable vinyl seat with air suspension and seat belts; tractor wil have a ground clearance of 20 inches or more; tractor will not exceed 10 feet 6 inches when measured from level ground; hydrostatic drive transmission with oil cooler. Delivery shall be made to the Savannah River Institute, 1-mile inside Aiken barricade, Bldg. 760-15G on the Department of Energy's Savannah River Site near Aiken, SC. Savannah River Site is a restricted access Government facility and all persons entering must be U.S. citizens. Equipment shall be serviced with all fluids full and ready for operations upon delivery. A delivery schedule is not specified; therefore, when submitting your offer please provide your delivery information, i.e. 30 days after receipt of order. Delivery schedule may be considered when making the award decision for this solicitation. Specification sheet shall be submitted with your offer that provides sufficient information for the Government to determine if the tractor offered meets all Government requirements.
