combined synopsis/solicitation for commercial items prepared in
accordance with the format in Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; proposals are being requested and a
written solicitation will not be issued. The solicitation number is
F04700-99-T-1083. The solicitation is a request for quotation (RFQ).
The solicitation document and incorporated provisions and clauses are
those in effect through Federal Acquisition Circular 97-13. The SIC
code is 2298, Size Standard 500 employees. The Air Force Flight Test
Center, Edwards AFB CA has a requirement for bird netting air hangar
and door pockets. Project includes netting the curved hangar ceiling
(Bldg 4505) but not the concrete support walls. Netting of the two tail
hangar doors in such a way that they remain operable. In addition, the
door pockets will be netted down the walls to about 8-10 feet above
the floor. The net must not sag or fold. The light fixtures will hang
below the net and the net will be secured around the light fixture
conduit. Wherever access is necessary, zippers will be installed. The
net shall be installed in such a manner that no holes or openings will
be present that will allow birds to pass. There are to be no areas
within the hangar above the concrete walls (not including the hangar
doors) were birds can nest. Hangar dimensions are 163' wide x 220' deep
x 50' high with hangar doors and tail doors at either end. Work and
materials will be guaranteed in writing for at least 5 years.
Reasonable efforts shall be made to remove all birds from the facility
before completion of the netting project. Contractor shall field
verify dimensions before construction. Price is to include delivery of
netting and complete installation. The following provisions and
clauses apply: 52.252-2 -- Clauses Incorporated by Reference. This
contract incorporates one or more clauses by reference, with the same
force and effect as if they were given in full text. Upon request, the
contracting officer will make their full test available. Also, the

Offerors-Commercial, applies to this acquisition; 52.212-2,
Evaluation-Commercial Items. The following factors shall be used to
evaluate offers, ability to meet the government requirements, lowest
priced offered and past performance. The ability to meet the government
requirements and past performance when combined are significantly more
important than price. Offerors must include a completed copy of the
provisions at 52.212-3, Offeror Representations and
Certifications-Commercial Item, with its offer. Clause at 52.212-4,
Contract Terms and Conditions-Commercial Items, also applies. Clause at
52.212-5, Contract Terms and Conditions Required to Implement Statutes
or Executive Orders-Commercial Items, applies to this acquisition;
