Environmental Protection Agency (EPA) intends to negotiate a sole
source procurement to Dr. Gail Tonnesen, University of California,
Riverside, Riverside, CA 92521, for the Development of Protocol for
Comparison and Analysis of Chemical Mechanism Performance. Dr. Tonnesen
developed and wrote the Process Analysis and Integrated Reaction Rate
software and has applied it for numerous types of simulations, and
authored many journal articles on the subject. The purpose of this
contract is to develop a protocol of a recommended, standard set of
tests that can be used to analyze the performance of a chemical
mechanism and to compare two or more mechanisms. The methodology shall
be demonstrated by performing an in-depth comparison of 3 current
chemical mechanisms. A secondary objective of the project is to provide
interpretation of the test results, and use them to consult with EPA on
how they provide guidance for the selection of chemical mechanisms to
be used in EPA's regulatory models. Contractor requirements are: 1)
Develop protocol and make software modifications to perform the tests
and analyze the results. Recommend a set of tests that should be
performed to do a thorough examination; 2) Demonstrate the protocol
through an intercomparison of three chemical mechanisms; 3) Consult
with EPA on interpretation of selected test results, recommendations
for EPA regulatory models, and implications for verifying the accuracy
of the mechanisms and 4) Document the protocol in a final report and
deliver all software and computer files to the Environmental Protection
Agency. All interested parties who believe they can provide the
required services should fully explain their capabilities in writing
within 15 days of the date of this announcement. No Solicitation is
available. The intent of this synopsis is to determine if any
sources(s)exist and, therefore, no RFP is available. Consequently, any
response(s) failing to provide the aforementioned data but instead
choosing to merely submit a routine letter requesting a copy of the RFP
