DTCG88-99-B-623B55 REHAB LOOKOUT BUILDING AT STATION CAPE
DISAPPOINTMENT, ILWACO, WA. Only written requests for solicitations
will be accepted. Furnish all labor material and equipment necessary to
Rehab the Lookout Building at Station Cape Disappointment. Work
includes, but is not limited to the following: A) Sandblast existing
exterior masonry walls to prepare for new waterproof coating. B) Remove
and dispose of existing canted window frames and windows and replace
with new vertical, aluminum frame, insulated tinted glass windows, as
designated. C) Remove and dispose of existing hollow metal entrance
door and frame and replace with new flush, hollow metal door, frame and
hardware. D) Reseal all exterior joints, window and door installations.
E) Apply new waterproof coating on exterior masonry and exposed
exterior concrete walls. F) Remove, clean and wash efflorescence on
interior masonry walls. G) Paint interior and exterior of new hollow
metal door and frame. H) Touch-up paint interior surfaces around new
window installation. I) Remove and dispose of existing resilient
flooring and replace with new vinyl composition tile flooring and
resilient base. If the existing floor tiles and/or mastic test positive
for asbestos, the Contractor will be compensated in accordance with the
contingency price per the solicitation. J) Wash and clean new windows
after completion. Drawings and specifications can be ordered or picked
up from East Bay Blue Print and Supply, 1745 Fourteenth Ave., Oakland,
CA (510) 261-2990. Only written requests for solicitations will be
accepted. There will be a non-refundable fee for plans and
specifications. PLANHOLDERS LISTS WILL BE AVAILABLE FROM EAST BAY BLUE
PRINT AND SUPPLY BY FAXING YOUR REQUEST TO (510) 261-6077. PLANS ARE
NOT AVAILABLE FROM THE COAST GUARD OFFICE. Estimated Range is $25,000
and $100,000. The performance period is 75 calendar days after receipt
of Notice to Proceed. The procurement is subject to the Small Business
Competitiveness Demonstration Program and is open to large and small
business participation. The applicable SIC code is 1542. Small business
size standard is $17.0 million. THIS IS AN UNRESTRICTED ACQUISITION
BEING SOLICITED AND ALL RESPONSIBLE SOURCES ARE ENCOURAGED TO RESPOND.

Department of Transportation (DOT Office of Small and Disadvantage
Business Utilization) has programs to assist minority, women owned and
disadvantaged business enterprises to acquire short-term working
capital and bonding assistance for transportation-related contracts.
Loans are available under the DOT Short Term Lending Program (STLP) at
prime interest rates up to $500,000 per contract to provide accounts
receivable financing. Anticipated bid issue date is 13 September 1999,
