Social Security Administration (SSA) intends to negotiate a sole-source
simplified acquisition with the Disability Rights Education and Defense
Fund (DREDF) to plan and develop the preliminary/planning agenda for a
2-3 day International Law and Policy Conference as part of SSA's Year
2000 Celebration of the Passage of the Americans with Disabilities
Act. The project will entail the planning, the inviting of appropriate
participants, and the convening of an international group of scholars
and experts to plan and to develop a scholarly agenda for planning the
above cited conference. SSA has concluded that only DREDF possesses the
unique capabilities for satisfying this requirement because it is the
only organization recognized as the preeminent disability rights legal
advocacy center in the United States. Additionally, DREDF senior staff
have written the only annotated law book series on the Americans with
Disabilities Act that includes the legislative history, the text of the
statute, and the Federal agency regulations. DREDF has an extensive
knowledge of public disability policy that reflects every facet of the
development of national disability policy and is the only organization
that deals with the development of public policy for people with
disabilities from the grass-roots issue of identification to Federal
policy development and implementation. In order to successfully
organize an agenda development group of scholars and experts and to
successfully develop an agenda for the international law and policy
conference with regard to the Americans with Disability Act, it is
essential that the contractor possess the kind of experience and
knowledge reflected above. This is not a request for quotation or an
