The United States Air Force Europe intends to solicit a sole source purchase order for the delivery/installation of five Parachute Simulators (P/N PCCTS-4-STKC) with Malfunction Software System Enhancements (P/N PCCTS-4-MALFS) and Riser Force Sensors Hardware and Dynamics software packages (PCCTS-4-RFSHDS) from Systems Technology Inc., 13766 S. Hawthorne Blvd., Hawthorne CA 90205. The simulators will be installed at Ramstein AB, Germany; Spangdahlem AB, Germany; RAF Lakenheath, Great Britain; RAF Mildenhall, Great Britain; and Aviano AB, Italy. Please be advised that the project owner has certified this project as a valid requirement; however, funds are not currently available. No contract action will be awarded until funds can be certified. In the event funds are not made available for this project, you will not be entitled to submit a claim for bid and proposal costs. The government reserves the right to cancel the solicitation at any time. This solicitation and any resulting contract will be issued using FAR Part 13.5, Test Program for Certain Commercial Items. Please note the proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received by 18 SEP 99 will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government.
