via, lconner@bechtel.com. Bechtel National, Inc. (BNI) is the Systems
Contractor for the Aberdeen Chemical Agent Disposal Facility Project
located at the Aberdeen Proving Grounds, Edgewood, MD. BNI will
engineer, procure and construct a facility to neutralize mustard agent.
This facility is subject to RCRA Part 264 requirements governing the
fabrication, installation and operation of a series of tanks and
vessels. This is a solicitation for Sources capable of performing
independent third party engineering evaluations of those tanks governed
by the facility RCRA permit. SCOPE OF WORK: The following segments of
the tank assessment work scope shall be conducted in accordance with 40
CFR 264. 192 in addition to any other requirements mandated by the
State of Maryland environmental regulations. 1) Assessment of new tank
system design by an independent qualified firm. 2) Inspection of
installation of new tank systems by an independent qualified firm. The
qualified firm will be required to submit written certification
statements attesting that proper installation procedures were used. The
qualified firm or engineer will be required to be onsite during the
entire installation process. The installation inspection and subsequent
written certification shall consider, but not be limited to the
following documentation: a) Field installation report with date of
installation; b) approved welding procedures c) Welder qualifications
and certifications d) Hydro-test reports in accordance with ASME Boiler
and Pressure code, Section VIII, Division 1; e) Tester credentials f)
field inspector credentials g) Field inspection reports h) Field waiver
reports i) Non-compliance reports and corrective action repair reports,
and h) leak testing of tanks. For the certification of construction the
following shall be included: a) As-built drawings for each permitted
unit b) Descriptions and delineation of any changes to drawings c) All
required professional certifications d) All quality assurance/quality
control documentation e) all required physical testing results
QUALIFICATIONS: 1) Entity must present proof of professional
engineering registration in the State of Maryland 2) Must present
experience with RCRA tank assessment and certifications at RCRA
permitted facilities 3) Consultant must be a U.S. citizen or resident
alien 4) Consultant must be totally responsive to project schedule and
be able to work in a fabrication/construction environment 5)
Consultant must maintain continuity throughout the project and will be
required to attend meetings with procurement and or engineering staff
in either Bel Air, MD or Houston, TX. 6) Consultant must possess
excellent oral and written skills. If you have proven capability to
