Protection Agency (EPA), Office of Water, Office of Ground Water and
Drinking Water (OGWDW), Technical Support Center requires support
services for the design, sampling and management of analytical
activities supporting small system monitoring for the recently revised
Unregulated Contaminant Monitoring Rule. The work under this the
proposed acquisition is specific to those small Public Water Systems
which serve populations of less than 10,000 people. The work will
support the mission of the OGWDW to protect public health by assisting
in the collection of occurrence data for unregulated chemicals in
drinking water. Unregulated contaminant monitoring of public water
systems informs the public about contaminants not previously observed
in their water systems. This information is used in determining whether
a contaminant occurs at a frequency and in concentrations to warrant
further analysis, research on potential health effects, and regulatory
consideration. Major activities involved in the proposed acquisition
include: statistical design and evaluation; preparation, distribution,
and orchestration of sampling and analysis activities; data collection
and summarization; technical analysis and quality control assessment;
and preparation of technical information and reports. The contractor
must have a demonstrated high level of technical expertise with
qualified personnel in statistical assessment, contaminant monitoring,
coordination of occurrence surveys, analytical methodologies, and
quality control assessment. The proposed acquisition will not require
actual field sampling or laboratory analysis of samples. It is
anticipated that a cost plus fixed fee/level-of-effort contract will
result from the award of this solicitation. The estimated period of
performance will consist of a 1 year base period and four option
periods of 1 year duration each. The maximum estimated total potential
level of effort for the contract is 118,450 direct labor hours over 5
years. The estimated level of effort for the base period is 7,250
hours, and the estimated level of effort for each option year is 14,300
hours. The optional quantity amounts are estimated to consist of 6,000
hours for the base period, and 12,000 hours for each option year. This
acquisition is a 100% Small Business Set-Aside. The applicable SIC code
