the approximate November/December 1999 time frame, the U.S. Army Corps
of Engineers, Omaha District Office is planning to issue a Request for
Proposal (RFP) for Design/Build Services for the FY 2000 MCAF
NORAD/USSPACECOM Headquarters & FY2000 MCA US Army Space Command
Operational Headquarters project at Peterson Air Force Base, Colorado.
Proposals will be accepted in the approximate January/February 2000
time frame. During the advertisement period of the RFP, a PreProposal
Conference shall be scheduled, at or near the project site, to field
questions concerning the RFP from perspective proposers. The actual
proposal acceptance date shall be contingent on the actual RFP release
date. THIS SOLICITATION WILL BE UNRESTRICTED AND OPEN TO BOTH LARGE
AND SMALL BUSINESS PARTICIPATION. Contractors interested in additional
information regarding the upcoming solicitation should contact the
U.S. Army Corps of Engineers, Omaha District, PM-M Branch and speak
with Mr. Michael Armstrong, Telephone: (402) 221-3891, or Mr. Vincent
Turner, Telephone: (402) 221-4561. DO NOT submit any requests for plans
and specifications at this time to the office listed above, as this is
only a preliminary notice. At some period within October 1999 to
November 1999, the Omaha District will send out an official notice for
the RFP solicitation with final information regarding specific dates,
times, and ordering information. A BRIEF DESCRIPTION OF THE WORK WITH
APPROXIMATE QUANTITIES ARE AS FOLLOWS: It is the government's intent
through the issuance of this RFP to obtain a design/build deliverable
of the two headquarters facilities named above. Drawings and
specifications will be issued with the RFP, which convey the full
design intent of the facilities and the infrastructure. With respect to
this, certain elements of the design have been carried to a level of
completion. As part of the design/build RFP package, the architectural
designs for both buildings shall be defined for both interior and
exterior characteristics, while other areas of design have been carried
to less of a level of completion. These lesser areas of design will
afford the design/build contractor more latitude and flexibility,
within design/build RFP requirements, to consider alternative design
actions. The NORAD/USSPACECOM Headquarters facility shall have a
designed area of approximately 12,000+ square meters, while the US Army
Space Command Operational Headquarters facility is approximately 9,500+
square meters. The facilities shall have controlled access entries and
Sensitive Compartmented Information Facility (SCIF) design elements.
Aesthetically, both buildings are two story structures with basements
and shall portray exterior appearances that are modern and highly
technical in nature by utilizing metal and cast stone wall panels and
glass in order to create an overall "Space Complex" image. Roofing
shall be single-ply elastomeric membrane type except in areas in which
height exceeds the general roof line. In this case, standing seam
metal roofing shall be utilized. Infrastructure work shall include
roads, parking, landscaping, irrigation, security lighting, electrical
distribution, gas sanitary sewer and water lines, and storm drainage.
Interior walls and partitions shall be a combination of fixed and
demountable types with finishes that are to be low maintenance.
Interior furnishings will include systems furniture (prewired
workstations), designed around a corporate open office setting, as well
as freestanding furniture, to be utilized throughout each facility. A
central chilled water and heating water plant supporting both
facilities shall be part of project. The HVAC system shall be automated
by use of Energy Management Control Systems (EMCS). Each of the
headquarters facilities shall be fire sprinklered. Backup power supply
considerations shall be part of the project. Electrical work will
include general interior andlighting, with automated systems for fire
alarm detection, intrusion detection, access control, public
address,CCTV, communications including local area networks (LANs) and
fiber optics. Force protection elements, both involving the project
site and facilities, shall be part of this project. Both facilities
will utilize TEMPEST filtering requirements for transmission security.
The estimated design and construction cost of this project is between
$40,000,000 and $60,000,000. Contractor's Quality Control will be a
requirement in this contract.Large business concerns submitting bids
for services exceeding $500,000 or for construction exceeding
$1,000,000, shall comply with Federal Acquisition Regulation 52.219-9
regarding the requirement for a subcontracting plan. The U.S. Army
Corps of Engineers considers the following goals reasonable and
achievable for fiscal year 1999: (a) Small Business: 61.2% of planned
subcontracting dollars. (b) Small Disadvantaged Business: 9.1% of
planned subcontracting dollars. (c) Women Owned Small Business: 4.5% of
planned subcontracting dollars. The Contractor will be required to
commence work within 10 days after notice to proceed and complete the
work within the time period submitted with the proposal after receipt
of Notice to Proceed. Provisions will be included for liquidated
damages in case of failure to complete the work in the time allowed.
Performance and payment bonds will be required.The plans and
specifications will be available on Compact Disk (CD-ROM) and will be
