NOTICE: U.S. Army, Engineering District, Alaska, is soliciting
proposals on a full and open competitive basis from qualified
organizations to award a PROFESSIONAL SERVICES for Environmental and
Economic Analysis. The contract shall be indefinite delivery-indefinite
quantity firm fixed price. The contract limit is $300,000 for two year
base period and three additional option years and an additional
$150,000/per year. There will be no yearly contract limit, nor any
limit on each Task Order up to the stated capacity. The Government
intends to award a contract to the responsible contractor whose offer
conforms to the solicitation and is the most advantageous to the
Government. Work will be defined by Task Orders. The work performed
will be located at various sites within Alaska. The standard Industry
Code (SIC) is 8733 (size standards 5mil). PROJECT INFORMATION: The
contractor must have sufficient available staff, flexibility, and
capability to perform tasks as needed. Services will support natural
resources, cultural resources, and economic analyses and evaluations
for Corps civil works and military projects principally in Alaska.
Services to be performed typically may be: Environmental Analysis: The
contractor will collect information about natural resources, human
uses of those resources, and other information required to evaluate the
effects of proposed and existing activities on the environment. The
contractor may be required to oversee, design, conduct, and/or prepare
documentation for studies conducted for a variety of activities.
Activities may be part of the Corps of Engineers Civil Works or
Military programs and/or may be for work the Corps does for other
public agencies. Work will be performed to meet standards of the
Council on Environmental Quality for implementation of NEPA; agency
regulations for NEPA and other environmental objectives; Section 404 of
the Clean Water Act; Executive Orders regarding land use, human and
natural resource values and considerations; requirements of state
coastal consistency and management regulations; Section 106 of the
National Historic Preservation Act; NAGPRA; and other regulations and
guidelines regarding coordination and documentation for Federal actions
affecting natural and cultural resources. Contractor and all
subcontractors must be experienced in dealing with Arctic and northern
sub-arctic resources typical of Alaska. Economic Analysis: The
contractor will perform various types of economic studies dealing with
water resource development, including identification, analysis, and
optimization of benefits. Work will be performed in accordance with
principles established by the Water Resources Planning act of 1965 (42
U.S.C. 1962a-2 and d-1) and Corps of Engineers regulations for the
implementation of that Act (principally ER 1105-2-100). Contractor and
subcontractors must be experienced in evaluating economics of projects
in North Pacific and Arctic regions. Responders are advised that this
requirement may be delayed, cancelled, or revised at anytime during the
solicitation, selection, evaluation, negotiation, and/or final award
process based on decisions related to DOD changes and disposition of
the Army Services. The Government reserves the right to exercise the
options anytime after award of the base contract. Estimated issuance
date of RFP No: DACW85-99R0032 is on or about 14 Sep 99 and responses
are due to be received in the Contracting Office approximately 30
calendar days thereafter. THIS SOLICTATION UTILIZES ELECTRONIC BID SETS
(EBS). TRADITIONAL HARD COPIES OF PLANS AND SPECIFICATIONS WILL NOT BE
AVAILABLE FOR THIS PROJECT. THE OFFICIAL COPY OF THE EBS SOLICITATION
