Gabbert, Contracting Officer (256) 313-4029 The U.S. Army Aviation & Missile Command proposes to on other than full and open competitive basis, technical support related to the performance and integration of the Longbow Fire Contol Radar. Effort is to procure technical representation during the ASM Lock on Before Launch Inhibit (LOBL(I)) testing. The Government intends to utilize a Time and Material delivery order to conract DAAH23-99-G-0012 D.O. 0005. This is a sole source requirement to Longbow Limited Liability company, 578 South Semoran Blvd., Orlando FL. Only LBLLC possesses the technical expertise and experience necessary to execute Missile LOBL(I) testing support for the FCR. Under the Authority and Justification for Other than Full and Open Competition of 10 U.S.C.2304(c)(1), only one source or a limited number of responsible sources are able to safisfy agency requirements.
