Cyclic and catastrophic overhaul of Mobile Subscriber Equipment (MSE) battlefield communications shelters (both CONUS and USAREUR based) and their associated hardware. A minimum of 100 and a maximum of 300 shelters in various configurations will be provided for overhaul each year. The effort will be for one base year and four one-year options. Overhauled shelters and associated equipment must be fully tested and operational. Technical Data Package, special tools and test equipment and/or software are not available, and therefore cannot be provided by the Army. The Government intends to award this effort on a sole source basis to GTE Government Systems Corp., Taunton, MA, pursuant to FAR 6.302-1(a)(1), "Only One Responsible Source". GTE is the developer and system integrator of the MSE system. See Note 22. Due date for proposals will be as stated in the RFP.
