contractual questions. This is a combined synopsis/solicitation for
commercial items prepared in accordance with FAR 12.6, as supplemented
with additional information included in this notice. This announcement
constitutes the only solicitation. Proposals are being requested and a
written solicitation will not be issued. Solicitation NO.
RS-RG3-00-231 herein is a Request for Proposal (RFP). This RFP is for
full and open competition and the SIC Code is 4813. The U.S. Nuclear
Regulatory Commission (NRC) intends to issue a Commercial Item, Firm
Fixed Price, Delivery Order contract for providing local
telecommunication services from a local exchange carrier (LEC) to NRC's
Region III office located in Lisle, Illinois. The period of performance
will be for five (5) years. BACKGROUND: NRC's Region III Office
telecommunication services to support emergency and back-up data, voice
and video connectivity is currently provided by Ameritech. The
connectivity is supported by one of the following: PBX
interconnections, analog circuits withor without modems (3002), T1
circuits (1.544Mbps), dedicated pair (48F), Integrated Services Digital
Network (ISDN),and Digital Data Service (DDS). The current telephone
numbers for the Region III office are 630-929-9500 thru 9999;
630-810-4370 through 4380; 630-515-1078, 1096, 1102, 1249, 1259, 1278,
1299; and 630-515-0508, 0593, 9622, 9685, 9722, 9787, 9915, and 9931.
These telephone numbers are brought to the PBX via 2 T1 carrier
systems; one T1 has 19 DOD circuits and 5 two-way trunks and the other
T1 has 19 DID circuits and 5 two-way trunks). In addition, there are
20 central office trunks (both ways) and 13 FTS access lines. SCOPE:
The Contractor shall provide telecommunication services, including all
local services, emergency, and back up service to the demarcation
point of the Region III office located at 801 Warrenville Road, Lisle
Illinois. The services may include, but are not limited to, providing
Integrated Services Digital Network (ISDN), 3003, 48F, Digital Data
Service (DDS), high-capacity digital service (T1), Switched Multi
megabit Data Service (SMDS) Frame Delay, FDDI Network Service (FNS),
and Measures Business (1Mbs) lines/circuits supporting voice, data and
video. It is noted that occasionally the NRC Project Officer (PO) may
require service from the LEC contractor on a one-time temporary basis
for locations other than the Region III office. Any additional
locations will be within the LEC service area and if service is
required for more than 30 days, a modification to the resultant
contract will be issued. ORDERING INFORMATION Within 1 working day of
contract award, the Contractor shall provide the NRC PO with procedures
to be used to obtain services outside of Region III's normal business
hours; 8:00 AM to 4:45 PM, Eastern Standard Time. The procedures shall
include a primary and alternate telephone number and name(s) of
individuals to contact. The NRC may require work to be performed on an
emergency or routine basis. Work to be performed on an emergency basis
shall require a two-hour response time from the time the NRC PO or
designee initiates the call. Work to be performed on a routine basis
shall require a four-hour response time from the time the NRC PO or
designee initiates the call. The NRC PO or designee will initiate a
work order/request to the Contractor using the NRC Form 768, Request
for Telecommunications. All trouble calls will be followed up in
writing within five (5) working days using an NRC Form 768. This form
must have the signature of the PO or designee as approval for the
Contractor to initiate/complete the work. This form will include the
following information. This form will include the following
information: (1) Type of request (routine or emergency)/replacement,
repair, fabrication, or installation, etc., (2) Location and type of
service required, i.e., type of equipment to be installed or repaired,
no dial tone, etc., and (3) Name and telephone number of the NRC point
of contact who will provide additional information and/or facility
access as required. The NRC PO or designee will be the only individuals
authorized to initiate work order/request/trouble calls. The NRC will
not be held liable for any cost incurred by the Contractor for
performance of any work in response to a work order/request/trouble
call initiated by an unauthorized individual. PERSONNEL QUALIFICATIONS
All LEC Contractor's technical personnel providing services under the
resultant contract shall have the requisite qualifications and
experience to perform the required work. These qualifications and
experience shall be in the following areas: installation and
maintenance of specialized equipment such as fiber optics; cable
design, fabrication, installation and removal; fault isolation
techniques, trouble-shooting, diagnostic equipment utilization,
initiation of corrective action; and (3) the ability to distinguish and
interpret color codes and identify circuit/line termination points.
TECHNICAL REQUIREMENTS The NRC uses leased telecommunications services
from the LEC that supports voice, data, and video at Region III. The
Contractor shall provide telecommunications services that support
voice, data, and video connectivity at various speeds; interface with
Fujitsu 960PBX system; include unblocked access and interface into the
Federal Telecommunications System (FTS) 2000/2001 network for long
distance service, and interface with commercial long distance carriers.
The Contractor shall provide number portability for all numbers
currently in use at the Region III location. The Contractor shall
provide 24-hour emergency maintenance service for equipment and to
support connectivity, 7 days a week, 365 days a year. Emergency
maintenance will be requested by verbal and/or written request from the
NRC Project Officer (PO) or designee. The Contractor shall provide, at
no charge, all contractor-furnished services and equipment, trouble
and/or fault isolation and diagnostic testing in accordance with
industry standards and shall initiate corrective action after notifying
the PO. The LEC Contractor shall engineer, install, and/or modify and
maintain the telecommunications services at the Region III location.
These services will be requested by the PO or designee on an NRC Work
Order Request from (NRC Form 768, "Request for Telecommunications") and
will include, but may not be limited to: (1) Analyzing
telecommunications support provided and make recommendations for
upgrade, change, or improvement to the NRC Project Officer; (2)
Maintaining the telecommunications services which support NRC's Region
III office; (3) Engineering, installation, modification, maintenance,
relocation, and/or removal of the following: measured business (IBMs)
lines; integrated services digital network (ISDN); 3002, 48F circuits;
Digital Data Service (DDS); High Capacity Digital Service (T1);
Centrex; Switched Multi megabit Data Service (SMDS); frame relay; and
DDI Network Service (FNS). NOTE: Data service/circuits are understood
to be those data transport facilities between demarcation points. Any
extension of service beyond that point will be furnishedin accordance
with the time and material charge(s) reflected in the resultant
contract. Performing trouble-shooting and /or fault isolation and
diagnostic testing shall be in accordance with industry standards and
initiating corrective action, as required on all contractor-furnished
services and equipment. When it is determined that NRC's equipment is
at fault for a specific problem, the LEC Contractor's technician shall
note on the work order for the specific problem, all action(s) taken
to determine the source of the fault, and shall notify the NRC PO
immediately. If, in performing the repair or follow-up, it is
determined that the specific problem was actually related to
contractor-provided services or equipment, any or all charges to NRC
for correction of the fault shall be credited on the subsequent monthly
invoice. The Contractor may be required to coordinate with other NRC
service providers in conjunction with the NRC PO in order to correct
problems and restore communications. Any dispute concerning the
responsible ownership of the malfunction will be subject to the
"Disputes Clause" of the resultant contract. The LEC Contractor shall
not make modifications, alterations, or changes to any existing NRC
telecommunications configuration unless authorized in writing by the
NRC PO or PO's designee. The LEC Contractor shall not disable, by-pass
or otherwise render inoperative any safety device within the NRC
telecommunications configuration. The LEC contractor shall report to
the NRC PO any situation that could cause system failure or the
degradation of telecommunications services and recommend possible
corrective action. ADDITIONAL CONTRACTOR RESPONSIBILITIES -- The LEC
Contractor shall: (1) be responsible for ensuring that all areas in
which work is performed are left broom clean and free of debris; (2)
remove and replace ceiling tiles associated with maintenance or
installation of telecommunication services; (3) and remove all debris
and scrap wire generated in the performance of the contract; (4)
repairand return to original condition, at no cost to the Government,
all surfaces (to include, but not limited to floors, walls, ceilings,
doors and windows) which are damaged or marred by contractor personnel;
and (5) ensure that all moves, additions, or changes to the LEC
contractor-furnished and installed telecommunications services are
approved by the NRC PO or designee. The Government will not be
responsible for any changes made to LEC contractor furnished and/or
installed services that are not approved by the NRC PO or designee.
COMPLIANCE REQUIREMENTS The LEC Contractor shall provide services in
accordance with the rates, terms and conditions set forth in the
applicable tariffs of the contractor, as filed with, and approved by,
the Illinois Public Utility Commission and/or the Federal
Communications Commission. Contractor services shall be in conformance
with all applicable accepted Industry and Federal standards such as
those standards maintained or established by the Electronic Industries
Association, Telecommunication Industries Association, Institute of
Electrical and Electronics Engineers, Federal Information Processing
Standards, Rural Electrification Administration, and Federal
Communications Commission. In addition, contractor work shall meet the
standards established in the National Electric Code, Local Building
Code, National Fire Code, and State and Local Fire Codes. NRC
RESPONSIBILITIES The NRC will provide the LEC contractor with security
for the telecommunications distribution system room and wire closets;
access to buildings and offices requiring telecommunications services;
and information for any government furnished equipment requiring
interconnection with the LEC telecommunications equipment. PROPOSAL
REQUIREMENTS -- PRICING: This is a five year contract. The offeror
shall submit completed copies of the price/cost schedule for service
call charges, service transfer/initiation fees. All LEC regulated
price/cost shall be in accordance with FAR 32.232-6, "Payment under
Communication Service Contracts with Common Carriers," and shall be in
accordance with the Public Utility Commission's rate plan, which shall
be attached to the completed price/cost schedule. EVALUATION FACTORS In
accordance with FAR Clause 52.212-2(a), the following technical
evaluation factors shall be used to evaluate offerors: (1) Past
Performance (50 points). and (2) Corporate Experience and
Qualifications (50 points). For Past Performance, the offeror shall
demonstrate successful performance on past contracts for work similar
to this requirement. Provide information for three (3) contracts
performed by your organization over the past 3 years that are similar
in size and scope for the same or similar services, including contract
numbers, points of contact; technical and contractual and current
telephone numbers, value of contract and term of contract; list any
current commitments with other organizations, Government and/or
commercial, for the same or similar effort. The NRC will contract these
references provided and requestthey complete a survey questionnaire.
This information will be used to evaluate the degree of your
organization's success in past performance. In order to demonstrate
Corporate Experience and Qualifications, the offeror shall: Describe in
detail your organization's ability to meet all of the requirements as
stated herein and the ability to provide uninterrupted service during
and after any transition between service providers. The technical
proposal shall not exceed 30 pages in length, and must demonstrate your
organization's ability to provide services to: support voice, data, and
video connectivity at various speeds; interface with the Fujitsu 9600
PBX system; provide unblocked access and iterface into the Federal
Telecommunications System (FTS) 2000/2001 network for long distance
service, and interface with commercial long distance carriers. Your
technical proposal must demonstrate that your organization is capable
of providing number portability for all phone numbers currently in use
at the Region 3 location. In addition, for those organizations other
than the incumbent, a transition plan must be included with the
technical proposal which provides all steps required to change service
providers and includes the associated completion dates for each step.
The technical proposal must demonstrate your organizations ability to
provide 24-hour system monitoring, maintenance, and customer service
support; and to provide services to engineer, install, and/or modify
the telecommunications services at the Region 3 location. The
completion and submission to us of the above items will constitute your
offer. Your offer must communicate your unconditional agreement to the
terms and conditions in this solicitation. Your failure or refusal to
agree to any of the terms and conditions of this solicitation or your
imposition of additional conditions as well as any material omissions
will constitute a deficiency which may make your offer unacceptable to
us. Caution: You are hereby notified that all information provided in
your offer, must be accurate, truthful, and complete to the best of
your knowledge and belief. The NRC will rely upon all representations
made by your organization both in the evaluation process and for the
performance of the work by the organization selected for award. You
shall submit through your offer, full and complete information to
permit the Government to make a thorough evaluation and a sound
determination that your organization will have a reasonable likelihood
of meeting the requirements and objectives of this procurement. The
NRC intends to award without discussions. Nevertheless, the Agency may
hold discussions and request revised offers, if necessary. . The

indicated below. Proposals sent through the U.S. Postal Service must be
addressed to the U.S. Nuclear Regulatory Commission, Division of
Contracts and Property Management, Mail Stop T-7I2, Washington, DC
20555. The RFP No. RS-RG3-00-231 must be clearly written on the outside
of the sealed envelope or package containing your proposal. All
hand-carried proposals including those delivered by private delivery
services (e.g., Federal Express and Airborne Express) must be delivered
to the loading dock security station located at 11555 Rockville Pike,
Rockville, Maryland 20852 and received in the depository located in
Room T-7I2. All offerors shall allow extra time for internal mail
distribution. NRC is a secure facility with perimeter access-control
and NRC personnel are only available to receive hand-carried proposals
during normal working hours, 7:30 AM -- 3:30 PM, Monday through
