The Defense Supply Service-Washington, on behalf of the Soldiers Radio & Television (SRTV), is issuing a combined synopsis/solicitition for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are hereby requested. A written solicitation will not issued. The solicitation document, DASW01-99-Q-0423, incorporates provisions and clauses in effect through Federal Acquisition Circular 97-13, July 99. This solicitation is unrestricted. The Standard Industrial Classification Code (SIC) for this requirement will be 4841, size standard $11M. DESCRIPTION OF SERVICES TO BE ACQUIRED: Provide satellite transmission for 24 hours of radio programming 7 days per week from the Alexandria, VA metropolitan area to the Armed Forces Radio and Television Service Broadcast Center, Los Angeles, CA. Period covered: 1 October 1999 to 30 September 2000 with four option yearsfollowing. GENERAL: The radio programming must be transmitted 24 hours a day to ensure reception in Los Angeles, and for down-linking at all CONUS receiving sites. The contractor shall be responsible for coordinating with Soldiers Radio & Television (SRTV) to confirm frequencies and other technical data to ensure quality reception at the downlink facilities. Programming shall be transmitted via broadcast telephone lines from the SRTV facility. AUDIO TRANSMISSION DETAILS: Twenty four hours of radio programming shall be transmitted each day, seven days a week, on Galaxy-6, 99 degrees West, to be received at all the downlink facilities. Satellite uplink of transmissions shall be monaural, stereo feed to be mixed at the uplink facility. The contractor may be required to convert to stereo uplink at a later date. PERFORMANCE STANDARDS FOR AUDIO TRANSMISSION -- AUDIO FEED PERFORMANCE: Telephone lines shall convey the following minimum specifications. SRTV will provide the necessary telephone lines for the transmission. 2 lines equal to 50 Hz to 15 KHz +/- 1.0 dB with 10 dB above +8 dB rated output. Audio feed performance shall be conveyed by a FM subcarrier using 77.4 MHz with subcarrier frequency of 3767.4. Satellite transponder to be used is 2 Direct. Audio feed performance shall meet the following specifications: Signal to noise (RMS test tone to RMS unweighted noise) will reflect S/N = 58dB minimum to 0 dBm Apl (Average program level). Audio frequency response shall be 50 Hz to 15Khz +/- 1.0 dB. De-emphasis shall be 25 ms. Headroom will be 10 dB above +8 dBm rated output. Harmonic distortion not to exceed 1% THD maximum at +8 dBm output. Interface input/output will reflect 0 dBm across 600 ohms balanced. Please quote a unit price for each monthly, 12 month period and total amounts for the following: CLINS 0001AA, 0002AA, 0003AA, 0004AA and 0005AA (24 Hour Satellite Transmission of Radio Programming). Also, the offeror is to provide past performance (preferably were contract performance is similar to this quotation) on at least two (2) previous Government contracts; give name of Government agency, contract number, name and phone number of Government contracting officer and the contracting officer's representative.
