award a contract to Oak Ridge Associated Universities to produce a
paper on the subject of the training of engineers which will update and
expand upon an earlier draft written in June 1999, "Work Related
Training of Engineers: 1995". This paper will utilize data from the
1997 Survey of College Graduates. The earlier draft will be updated to
substitute 1997 data for 1995 data wherever possible. The paper will
describe additional aspects of the training of engineers made possible
by new questions on the 1997 Survey of College Graduates. The paper
will use both tables and graphs to present data, and will have a 3-4
page executive summary. To the extent possible, it will cite the
research literature on the training of engineers or other professionals
so as to put this paper in the context of earlier research. The paper
will follow any style guidelines provided by NSF. The proposed contract
action is for services for which the Government intends to solicit and
negotiate with only one source under the authority of FAR 6.302.
Interested persons may identify their interest and capability to
respond to the requirement or submit proposals. This notice of intent
is not a request for competitive proposals. However, all proposals
received within five days after date of publication of this synopsis
will be considered by the Government. A determination by the Government
not to compete with this proposed contract based upon responses to this
notice is solely within the discretion of the Government. Information
received will normally be considered solely for the purpose of
determining whether to conduct a competitive procurement. Posted
