Health Care Financing Administration (HCFA) intends to award on a sole
source basis, under the Simplified Acquisition Procedures a firm fixed
price award to the Midwest Business Group on Health, 8765 West Higgins
Road, Chicago, Illinois 60631 for the following services: HCFA is
currently engaged with a coalition of health care purchasers organized
by the Midwest Business Group on Health to determine the "High Cost of
Poor Quality". HCFA, along with other private health care purchasers
will conduct a study on the unnecessary health care cost associated
with the underuse and overuse of appropriate medical services, as well
as, medical errors. The contractor will be responsible for organizing
the coalition and conducting the study. In addition the contractor
will convene expert panels of; private sector health care purchasers,
quality management experts, economists, and health services researchers
to develop tools for purchasers use in measuring and reducing the "High
Cost of Poor Quality". The contractor must have extensive knowledge of
value-managed health care purchasing, expertise in forming and acting
within a coalition structure, a proven track record of organizing
forums between public and private health care purchasers, and the
