This is a combined synopsis/notice of intent to procure for commercial items prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This is a Notice of Intent to procure under number NOI 9916; solicitation is issued as a request for quotations. The National Institute of Allergy and Infectious Diseases intends to procure from Improvision,Inc.,95 Old Colony Avenue,Suite 370 Quincy,Boston, MA 02170: 1) Orca 2 Dual Mode Digital Camera 12/14 BIT Readout (Hamamatsu); 2) Dig 16 Acquisition System (Active Imaging/Improvision); 3) High Speed Single Filter Wheel with shutter (Ludl); 4) Emission Flange-C Mount for single filter wheel (Ludl); 5) Filter wheel mounting flange set (2 pieces) (Ludl); 6) Installation an one complete training day and 7) Offerors must include with their offer Certification that all hardware and software offered are Y2K compliant. Delivery shall be to the National Institutes of Health, 6700B Rockledge Drive, MSC/7605, Bethesda, MD 20892, F.O.B. destination. The provision at FAR 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition except that there is no SF1449 solicitation cover sheet. The Government will award a fixed-price purchase order to the responsible vendor whose quote conforming to this solicitation will be most advantageous to the Government, price and other factors considered. The following factors in addition to price will be used to evaluate quotes: (a) delivery of the item in 60 days ARO; (b) technically ability of the data and analysis software for creating and customizing plate definitions and control and (c) price. All evaluation factors other than price, when combined, are significantly less important than price.
